MWCC - INDEPENDENT MANAGEMENT STUDY IN PROCESS: <br /> As called for- by- th'e AMM..Board of Directors in March, the process for an <br /> independent management study of the internal operations and functions of <br /> the Metropolitan Waste Control Commission is underway. (The need for such <br /> a study was one of the major recommendations of the so called Boland Commission <br /> and the AMM Board thrsoits support behind this recommendation) . Members of <br /> the Board and Staff coordinated a major lobby effort to assure that this study <br /> became a reality and as suggested by the AMM, an independent Advisory Task <br /> Force consisting of representatives of the interested organizations and agencies <br /> was established to manage and monitor this study. The MWCC approved the RFP, <br /> developed by the Task Force, and proposals from the private sector are now <br /> being solicited. Proposals are to be submitted to the MWCC office by August 31, <br /> 1984 and the Advisory Task Force will meet in early September to review said <br /> proposals. While the AMM Board has been critical, at times, of the MWCC <br /> operations, we do commend the MWCC Commissioners and Staff for their decision <br /> to proceed with the study and to provide the funding. Three members of the <br /> AMM Board (Ron Backes, Jim Miller and Jim Spore) and Vern Peterson, AMM <br /> Executive Director, are members of the Advisory Independent Management Study <br /> Task Force. We will keep you informed as this study progresses. <br /> 4. CABLE TV - REGIONAL CHANNEL SIX UPDATE: <br /> Through primarily AMM efforts, the State Cable Board has designated a working <br /> group to resolve issues concerning funding for channel 6, the controlling entity, <br /> and how the entity board of directors is to be appointed. Members of the working <br /> • group include the AMM, the Metropolitan Council, MACTA (Minnesota Association of <br /> Cable Television Administrators) , the Joint Powers Interconnection Group, the <br /> State Cable Board, and various persons representing Cable Companies, potential <br /> channel six users, operators such as KTCA and private cable consultants. The <br /> State Cable Board received only two responses by its July 2, 1984 deadline for <br /> consideration as the entity to control the regional channel. One was a letter <br /> from the groups above requesting designation as a working/planning group and <br /> the second was a letter from KTCA expressing interest as the operator of <br /> channel 6 conditioned upon appropriate funds being made available. The Metropolitar, <br /> Council choose to participate in the working group rather than make its own <br /> application. This group will begin meeting in mid August and provide recommendation• <br /> by the end of the year. It is probable that legislation will be required, at <br /> least where funding is concerned. In the meantime, the AMM General Legislation <br /> Committee will be reviewing this issue and developing policy recommendations <br /> for the Board and Membership- <br /> 5. HOUSING GUIDE/POLICY PLAN REVISION. <br /> The Metropolitan Council is in the process of revising the Housing Guide <br /> Chapter of the Metropolitan Development Guide. Since the Council's Housing Policy <br /> has tended to be somewhat "sensitive" from a local government perspective, the <br /> AMM will monitor this process and proposed revisions very carefully. The AMM <br /> Housing Committee, Chaired by Bill Barnhart, has already provided preliminary <br /> input at a Metropolitan Council public meeting in July. It is expected that a <br /> public hearing for final adoption of the revised Housing Policy Plan will be held <br /> in early November. The AMM Housing Committee and Board of Directors will be <br /> • working very closely with the Metropolitan Council during the next couple of months. <br /> ACTION REQUESTED: <br /> If you would like to provide input through the AMM process, please contact Vern <br /> or Roger at the AMM Office. <br />
