The Manager said some of _ the high school <br /> students expressed an interest in keeping the character generator going <br /> and to update the community billboard on the television and suggested <br /> some of these dollars could be dedicated to that purpose. <br /> Councilmember Ranallo indicated he understood the cable penetration had <br /> gone back to 16% in St. Anthony and he had noticed all the community <br /> access programs, including Roseville ' s program the previous evening were <br /> on Channel 16 . Mr. Childs said he understood that problem might be <br /> solved this week. <br /> Mayor Sundland said Councilmember Schmidt of New Brighton, who was very <br /> active on the Cable Board, indicated the presence of Alan Kaeding, St. <br /> Anthony' s previous representative on the Board,. was sorely missed. <br /> Councilmember Schmidt had also indicated that the Cable Board had been <br /> in contact with Brown Institute regarding the use of interns to-help <br /> communities put together their programs and would be providing• '.the City <br /> with that information in the near future, the Mayor said. <br /> i <br /> Councilmember Mark's said when he had a video studio he had students from <br /> South Campus of Hennepin Technical Center contacting him about coming in <br /> under the same conditions. However, he perceived the City would have t* <br /> provide some supervision in such instances. Mayor Sundland ;- said he <br /> understood the Cable Board was considering using some of the money they <br /> had accumulated to hire a few people to coordinate the credit-seeking <br /> students who were working for the various communities. He indicated the <br /> centralization of the programs certainly made sense to him. <br /> City' s Policy Related to Fiscal Disparities is Formulated <br /> Mr. Childs said he would be representing the City at the special <br /> Association of Metropolitan Municipalities meeting the next evening and <br /> needed some guidance related to the City' s position on the above issue. <br /> He indicated he had gathered some figures together to indicate what the <br /> AMM proposed legislative policy would do for the City. The Manager said <br /> the effect would be different for the Hennepin and Ramsey County <br /> portions of St. Anthony, but the new formula would help the City when <br /> the total picture is seen. Councilmember Ranallo said it was apparent <br /> that the City' s vote should be "yes" . <br /> Councilmember Peterson agreed to give his perspective from Bloomington' s <br /> standpoint and his own as Vice President of . the AMM and Chair of the. <br /> committee which had reviewed the issue. He added that Bloomington had <br /> been.:a =loser under . the current ..formula and he had not: gone to the Board <br /> position "without an agenda. " <br />
