Page 2 <br /> WHAT ARE NLC'S LEGISLATIVE PRIORITIES IN THE 100TH CONGRESS? • <br /> The National League of Cities has set an action agenda to: <br /> o secure immediate re-enactment of key municipal programs <br /> like community development block grants,, airport <br /> programs, and fiscal note legislation; <br /> • seek adoption of legislation to require the federal <br /> - government to pay for costly mandates imposed upon cities <br /> and towns; <br /> • insure that municipalities are given a lead role in the <br /> enactment of any welfare reform proposal, and to make <br /> -_sure that, key municipal ,programs are not traded in to pay <br /> for increased state funding; <br /> - <br /> o protect municipal rights from any further tax reform <br /> proposals which could undercut the ability of cities and i <br /> towns to raise their own revenues; <br /> • gain passage of public infrastructure legislation to help <br /> municipalities provide and finance essential public <br /> facilities; and <br /> o gain the full commitment of the federal- government to • <br /> work with local leaders in the battle against drugs. - <br /> WHAT HAS THE NATIONAL LEAGUE OF CITIES DONE RECENTLY ABOUT <br /> TAX REFORM PROPOSALS? <br /> In addition to advocacy efforts on tax reform, NLC• also has published three <br /> important studies to help municipal officials understand the impact of our <br /> national tax system on local government: Tax Breaks: An Introduction to Tax <br /> Expenditures; The Deductibility of State & Local Taxes; and Your City's 1040, <br /> an up-to-date examination of the recently-passed tax law's 'effects on <br /> municipalities. <br /> Tax reform is now a reality. To help municipal officials understand this new <br /> law, NLC recently conducted a series of six regional meetings on the new tax <br /> bill. Reports on tax issues also appear regularly in NLC's weekly newspaper. ' <br /> ISSUES BEFORE THE SUPREME COURT? <br /> NLC continues to advocate and defend municipal interests in critical cases <br /> pending -in the Supreme Court. NLC also is cooperating with other concerned <br /> public interest groups in sponsoring the activities of the State and Local <br /> Legal Center. The Legal Center advocates the interests of state and local <br /> government before the Supreme Court .and conducts programs to improve the <br /> quality of state and local government advocacy before the Court. • <br />
