<br /> What has the National League of Cities done for cities and towns lately?
<br /> A lot,
<br /> One recent example: General Revenue Sharing. NLC filed suit against the
<br /> U. S. Treasury for illegally witholding $180 million in GRS funds from the
<br /> nation' s cities and towns. The U. S. District Court agreed and ordered the
<br /> federal government to make payments equal to 4.49% of the amount of revenue
<br /> sharing your municipality received last year. Although the Justice
<br /> Department has decided to appeal the 'ruling, I feel confident that we will
<br /> prevail.
<br /> Another example: we have filed suit against the federal government on behalf
<br /> of all municipalities to protect your right to issue traditional public
<br /> purpose tax-exempt bonds without any federal taxes on bond interest or
<br /> • additional restrictions on your ability to invest municipal revenue under the
<br /> new tax reform law. We believe the new law, which imposes a minimum tax on
<br /> all general obligation and revenue bonds ''and requires rebates of so-called
<br /> "excess earnings" on bond proceeds, is unconstitutional.
<br /> While these issues are significant, local government leaders face an even
<br /> greater array of challenges during the rest of 1987. Federal assistance for
<br /> communities is more scarce than ever before, and the federal government i
<br /> continues to mandate new costs and responsibilities on municipalities while
<br /> restricting the local revenue sources to pay for them.
<br /> That's why it's more important than ever that cities, towns and villages of
<br /> all sizes work together through the National League of Cities. Our united
<br /> efforts will insure that important national policies and decisions reflect.
<br /> the interests of the vast majority of America's citizens -- those who live
<br /> and work in municipalities.
