NLC filed suit against the
U. S. Treasury for illegally witholding $180 million in GRS funds from the
nation' s cities and towns. The U. S. District Court agreed and ordered the
federal government to make payments equal to 4.49% of the amount of revenue
sharing your municipality received last year. Although the Justice
Department has decided to appeal the 'ruling, I feel confident that we will
prevail.
Another example: we have filed suit against the federal government on behalf
of all municipalities to protect your right to issue traditional public
purpose tax-exempt bonds without any federal taxes on bond interest or
• additional restrictions on your ability to invest municipal revenue under the
new tax reform law. We believe the new law, which imposes a minimum tax on
all general obligation and revenue bonds ''and requires rebates of so-called
"excess earnings" on bond proceeds, is unconstitutional.
While these issues are significant, local government leaders face an even
greater array of challenges during the rest of 1987. Federal assistance for
communities is more scarce than ever before, and the federal government i
continues to mandate new costs and responsibilities on municipalities while
restricting the local revenue sources to pay for them.
That's why it's more important than ever that cities, towns and villages of
all sizes work together through the National League of Cities. Our united
efforts will insure that important national policies and decisions reflect.
the interests of the vast majority of America's citizens -- those who live
and work in municipalities.
Sincerely, A
a/ --i,
Alan Beals
Executive Director '
• Pest Presidents:Tom Bradley,Mayor,Los Angeles,California.Ford L.Harrison,Mayor.Scotland Neck,North Carolina.William H.Hudnut,III,Mayor.Indianapolis.Indiana.George Latimer,Mayor.
St Paul.Minnesota.Henry W.Maier,Mayor.Milwaukee.Wisconsin'Jessie M.Rattley.Mayor.Newport News.Virginia.John P.Rousakis,Mayor,Savannah.Georgia.Charles Royer Mayor.Seattle.
Washington.George V.Voinovieh,Mayor,Cleveland.Ohio.Directors:Sidney J.Bartholemy,Mayor.New Orleans,Louisiana.Jose G.Bonavides,Council Member,Sterling Heights,Mrchigan.
Richard L.Berkley,Mayor,Kansas City,Missouri.Maria A.Berriorhbal,Councilwoman.San Antonio.Texas.Bob Bolen,Mayor,Fort Worth.Texas.Scott A.Burgess,Executive Director.Alaska
Municipal League.Jon C.Burrell,E xecutive Director.Maryland Municipal League•Mary Davis,Councilmemoer,Atlanta,Georgia.Eugene Cox Dunwody,Council President.Macon,Georgia.Stacey
A.Gamier,Mayor,Pulaski.Tennessee.W.W Ilson Goode,Mayor.Philadelphia.Pennsylvania.E.Arthur Gray,Mayor,Port Jerv.s,Ne..York.Alec Hansen,Executive Director,Montana League of Cities
and Towns.Marian Humes,Alderman,Chicago.Illmo,s.Karen Humphrey,Counohnembe,.Fresno,California.Steven E.Jeffrey,E xecutive Director,Vermont League of Cities and Towns.Robert E.
Johnson,Executive D.,ector,North Dakota League of Cmes•Joseph A.Leate,Mayor,Norlolk.Virginia.Roland A.Luedtke,Mayor,Lincoln.Nebraska.Charles Lyons,Chairman,Board of
Selectmen.Arlington,Massachusetts.ArthurE.Morris.Mayor.Lancaster.Penn sylvan,a.BobOverstreet.Councamemoer.Evere!!
