>little or no response had been received from organizations or <br /> 2 businesses from whom funds had been solicited; <br /> 3 >the VillageFest Committee was of the opinion that the two day <br /> .4 community celebration was more important than having a float this <br /> 5 year; <br /> 6 >some committee members strongly advocated having volunteers from the <br /> 7 community build the float while others had reservations about <br /> 8 attempting such a project which would require some way of storing the <br /> 9 float and getting it back and forth from the various community parade <br /> 10 locations; <br /> 11 >there was also a concern that seeking volunteers for two activities <br /> 12 might result in the failure of both efforts; <br /> 13 >Public Works Director Hamer had indicated his crews' work schedules <br /> 14 might be adjusted to allow them to help with the construction of a <br /> 15 trailer for the float and he had said he thought a stall in the <br /> 16 maintenance building could be used to store the float between parades; <br /> 17 >the float could probably be covered under the City's umbrella <br /> 18 liability insurance; <br /> 19 >the VillageFest Chairpersons were reluctant to give the go ahead to <br /> 4010 those who supported a City built float to solicit volunteers or <br /> 1 funding for the project without assurance that the Council approved <br /> 22 of their plans and was willing to involve the Public Works Department <br /> 23 and underwrite the attendant costs. <br /> 24 Councilmember Enrooth suggested he would be willing to work with staff <br /> 25 to ascertain the exact costs of involving City crews in the project, <br /> 26 saying it would then have to be left up to Mr. Hamer's discretion just <br /> 27 how much time his men could give without diverting them from other City <br /> 28 projects. He perceived no decision could be made until a somewhat <br /> 29 realistic estimate was made of what the project was going to cost the <br /> 30 City in terms of dollars and storage space which could then become the <br /> 31 City's contribution towards the Fest rather than outright funding of the <br /> 32 activity. <br /> 33 Councilmember Ranallo indicated he didn't expect much..more in the way <br /> 34 of contributions from community organizations or businesses because <br /> 35 verbal solicitations up to now had been non-productive and he perceived <br /> 36 little chance of raising the $7 ,000 it would probably cost to have a <br /> 37 float company build, store, and deliver the float to the various parade <br /> 38 sites for one year. The Councilmember saw no possibility of St. Anthony <br /> 39 having a float at all without some type of funding from the City, even <br /> 40 if that was only what it would cost to have the Public Works Department <br /> 41 provide the expertise and equipment for the project and the space to . <br /> 42 store the float when it wasn't being used. <br /> 7 <br />
