There were <br /> five bid holders for the unit. In most bids, there were exceptions to <br /> the bid specification. In some cases they exceeded the specification. <br /> I looked at, talked to operators, and saw the operation of the two <br /> machines with the lowest bid amount. I find that the second lowest bid <br /> better meets the City's needs and the specifications and is in the best <br /> interest of the City. <br /> The lowest bid was submitted by Truck Utilities - $33,560.00 (without <br /> options) and $35,595.00 (with the hydraulic tree trimming tools) . <br /> There were two major areas where Truck Utilities did not meet the <br /> specifications: <br /> 1. The working height of the aerial was specified at 55 feet and their <br /> bid was for a 50 foot unit. With the work that we have to do, the <br /> City needs a 55 foot working height machine. <br /> 2. The major reason for not accepting the low bid is the hydraulic pump <br /> offered by Truck Utilities. The pump is an O.C. Gear pump where the <br /> specification calls for a P.T.O. and variable volume pressure <br /> compensated pump. Gear drive does not pressure compensate and makes <br /> operation more difficult. <br /> The second lowest bid was from Hi-Ranger Midwest at $34,774.30, or <br /> $36,852.19 with options. <br /> Hi-Ranger did not meet the specification in two areas: <br /> a. The specification calls for a three-lever pressure basket control and <br /> the Hi-Ranger has one lever control which is an acceptable control for <br /> the City's operations. <br /> b. The specification calls for throttle controls, manual and two-speed. <br /> Hi-Ranger's machine has the pressure compensator and there is no need <br /> for throttle controls, so their method is acceptable to the City's <br /> operations. <br />
