r,;:gular Council Meeting <br /> June 26, 1990 <br /> page 15 <br /> 1 Putnam Consultants submitted a proposal and the City Manager noted <br /> 2 the price quoted was t-he lowest of the three received . The City <br /> Manager felt the consultant from Putnam was a very good communicator <br /> 4 and has invited him to attend the next Council work session. <br /> 5 <br /> U The second proposal was received from Rieke Carroll Muller Associates <br /> 7 Inc. The City Manager noted that this firm did the study in 1988 and <br /> the Public Works Director indicated he is very comfortable with this <br /> 9 firm's work. <br /> 10 <br /> 11 Councilmember Enrooth observed that RCM is very good in hydrology and <br /> 12 has supplied credentials. <br /> 13 <br /> i4 The City Manager noted that the costs submitted by Barr Engineering <br /> 15 were very high. <br /> 16 <br /> i7 Mayor Ranallo felt the firms should definitely supply references. He <br /> 18 also stated the City needs someone who can explain the study in a <br /> 113 fashion understandable by everyone. Councilmember Enrooth stated <br /> 20 he is not impressed with RCM. <br /> 21 <br /> 22 Councilmember Makowske inquired if the City Attorney had reviewed the <br /> �3 proposal . She was advised that it had been drafted by the City Attorney. <br /> 24 <br /> �5 D. Water Committee Meeting <br /> 26 <br /> �7 This meeting was attended by approximately seventy five people out <br /> 28 of a possible five hundred. The Mayor felt it was an excellent <br /> �9 meeting and much positive information was presented and discussed. <br /> 30 <br /> 31 Some of the suggestions made by residents to deal with water problems <br /> 32 included having sandbags available in the maintenance yard , pumps to <br /> 33 assist in removing water from homes and property, and make available <br /> 34 the use of self-generating pumps if there is a power failure. <br /> 35 <br /> 36 Upon reflecting on what transpired during the most recent heavy rain , <br /> 37 members of the Council felt a written , formal policy should be drafted <br /> 38 for use by the Police Department , Fire Department and Public Works <br /> 39 Department . This plan of action should address what each department <br /> 40 should be expected to do when responding to water problems. <br /> 41 <br /> 42 It was noted that many of the attendees at the meeting viewed this <br /> 43 action by the Council as a positive one. <br /> 44 <br /> 10. ADJOURNMENT <br /> 46 <br /> 47 Motion by Marks , second by Enrooth to adjourn the meeting at 10: 17 <br /> 48 p.m. . <br /> • 49 <br /> SC Motion carried unanimously <br />
