Regular Council Meeting <br /> August 14 1990 - <br /> page 6 <br /> 1 for an increase in the cap should have been requested. • <br /> 2 <br /> 3 The City has been invoiced for actual engineering hours spent on <br /> 4 the project, various reimbursable costs, printing costs and travel <br /> 5 expenditures. <br /> 6 <br /> 7 Mr. Barger advised the Council that bids have been received and <br /> 8 construction contracts are in the process of being executed. It <br /> 9 is anticipated the work will proceed on the site after September <br /> 10 15th. <br /> 11 <br /> 12 Mr. Barger requested the Council to raise the limit to $8,000.00. <br /> 13 The City Manager advised that Nile Fellows, a Minnesota Pollution <br /> 14 Control Agency Project Manager, recommends the limit be $7,000.00. <br /> 15 Mr. Fellows has budgeted $7,000.00 for engineering costs and feels <br /> 16 this would be a safe dollar amount and is fully reimbursable. <br /> 17 <br /> 18 Councilmember Enrooth inquired if any of these additional costs <br /> 19 can be attributed to the new GAC facilities or- merely from mis- <br /> 20 calculations. He requested staff to pursue this concern and find <br /> 21 out if GAC was tapping into the electrical supply for its needs. <br /> 22 <br /> 23 Mr. Barger advised that the City of New Brighton and the Arsenal <br /> 24 are presently doing force pumping. He felt St. Anthony may also <br /> 25 be requested to do this. <br /> 26 • <br /> 27 Councilmember Makowske inquired if this would add to the wear and <br /> Y8 tear on St. Anthony's equipment. Mr. Barger responded it would as <br /> 29 the pumping must be done by City pumps through the filter. Eventually, <br /> 30 the filter will need to be changed. <br /> 31 <br /> 32 It was noted that no funds will be provided to the City for force <br /> 33 pumping. Mayor Ranallo stated the City will not force pump unless <br /> 34 funds are promised. <br /> 35 <br /> 36 Motion by Enrooth, second by Marks to increase the limit to $7,000.00. <br /> 38 Motion carried unanimously <br /> 4pCouncilmember Enrooth requested an explanation regarding the monthly <br /> 41 billing the City receives from Rieke Carroll Muller Associates. Mr. <br /> 42 Barger explained these charges are for the chemicals needed plus re- <br /> 43 generation of the carbon. He noted that the VLC which is removed from <br /> 44 the carbon is invoiced by the pound. It is also considered to be a <br /> 45 hazardous waste material and the City has perpetual responsibility <br /> 46 for it until it is disposed of in an approved facility. Presently, <br /> 47 is is being burned in a high density furnace in Pittsburgh. Mr. <br /> 48 Barger noted that the requirements for hazardous waste disposal are <br /> 49 constantly changing. <br /> 50 <br />
