Regular Council Meeting <br /> January 8, 1991 <br /> page 4 <br /> 1 7. REPORTS <br /> 2 <br /> o A. Council Reports <br /> 4 <br /> 5 Mayor Ranallo held a Mayor's Meeting on Saturday, January 5th. One <br /> resident felt the Recycling Center area could be cleaned up. The need <br /> for warming house attendants was discussed. A resident suggested in- <br /> creased use of senior citizen volunteers should be considered. He related <br /> 9 the positive results being experienced with the use of volunteer senior <br /> 10 citizens in Sun City, -Arizona. <br /> 11 <br /> 12 A third resident felt the City needed more visible signs of identification <br /> 13 placed in strategic locations. Identification signs would be a real <br /> i4 aid for visitors coming into the City as well as others. Mayor Ranallo <br /> 15 suggested a Boy Scout Troup may want to consider some of these signs for <br /> 16 a future project. He also felt there should be signs to identify the <br /> 17 Apache Shopping Center and the St. Anthony Shopping Center. These two <br /> 18 areas are frequently confused with each other by shoppers from other <br /> 19 communities. The signs would particularly be of benefit to the Centers' <br /> 20 merchants. <br /> 21. <br /> 22 Mayor Ranallo met with the Mayors of Arden Hills, Shoreview and New Brighton. <br /> 23 They discussed the anticipated shortfall in funding from the State and <br /> 24 possible avenues their respective cities could take to deal with <br /> 25 funding cutbacks. <br /> 26 <br /> 27 The City Manager has already discussed the shortfall with the City's <br /> 28 Department Heads and requested thev explore areas in their departments <br /> �9 to cut back costs. He noted an anticipated shortfall of Local Govern- <br /> 30 ment Aids may be in the amount of $124,000. He recommended the. Council <br /> 31 schedule a work session before February 1st to review department budgets. <br /> 32 <br /> 33 Mayor Ranallo and Councilmember Wagner met with Dennis Cavanaugh of the <br /> 34 management firm for Apache Plaza. He indicated to them he recently has <br /> 35 sent lease agreements to four prospective tenants. Cavanaugh requested <br /> 36 the Council to review some refinancing options for the Shopping Center <br /> 37 to enable him to write down some rentals and to do some facelifting and <br /> 38 remodeling of the building. <br /> 39 Previously, the Council had authorized the use of some Industrial Revenue <br /> 40 <br /> 41 Bonds for Apache Plaza management. This opportunity was not taken. <br /> 42 The City Manager stated he will contact the former City- Attorney, Jerry <br /> 4.3 Gilligan, regarding the establishment of a new district and if this <br /> 44 could directly impact on the City's Local Government Aids allocation. <br /> 6S <br /> 46 Councilmember Wagner felt a more positive posture should be in evidence <br /> .47 when discussing Apache Plaza. Councilmember Fleming agreed and had <br /> 48 observed an attitude about Dennis Cavanaugh that appeared to not be <br /> 49 very flattering. She felt he appeared to be trying to improve the <br /> 50 Shopping Center and gain new tenants. Councilmember Wagner will be <br />
