MEMORANDUM <br /> DATE: October 9, 1997 <br /> TO: Mayor and Councilmembers <br /> FROM: Michael Mornson, City Manager <br /> ITEM: CITY RESPONSE TO SHORT-TERM RECOMMENDATIONS <br /> At Council's direction, I met with WSB Engineers, Dorsey & Whitney Attorneys, Springsted <br /> Financial, and City staff to review the short-term recommendations from the Storm Water <br /> Management Task Force. The following are their responses for the report. <br /> 1. and 2. Data Collection <br /> As approved by the City Council at the September 23, 1997 meeting, the City began <br /> additional flood damage data collection. <br /> On Friday, September 26, a letter went out to the property owners who have <br /> identified themselves as suffering damage from the July 1 storm which requested their <br /> • updated damage estimates to both structural and personal property. The City also <br /> posted this information at City Hall and requested that it be placed in the St. Anthony <br /> Bulletin. In previous attempts to obtain this information, the City Fire Department <br /> personnel went door to door from July 9 to 16. City Administrative staff also <br /> compiled the information from door to door surveys. This initial identification <br /> process consisted of in excess of 125 hours of staff time. Approximately 54 property <br /> owners identified that they sustained damage. The damage estimate was in excess of <br /> $500,000, and also included some home buy-outs. <br /> Many suburbs were impacted by the July 1 storms. However, St. Anthony was the <br /> only City that actually surveyed their community for damage. FEMA and the <br /> Metropolitan Council staff made positive remarks about St. Anthony because of this. <br /> 3. Home Bum <br /> See legal and engineer opinions.* <br /> 4. Moratorium on Building <br /> See legal opinions. <br /> • *As of October 8, the engineer's opinion on #3 and #4 was not available. It will be handed <br /> out and presented the night of the Council meeting. <br />
