Priority Over Park Funding <br /> City Council approves all new funding requests. <br /> 8. Use of Current City Resources <br /> The City Manager is and will continue to meet with his Departments regarding <br /> response time during heavy rains, etc. Some of the Department Heads's responses to <br /> the meeting is attached. <br /> Purchase of the six generators is still being discussed with staff. <br /> 9. Source of Funding <br /> Roger Larson, Finance Director, reviewed their numbers and informed me that they <br /> are accurate. In addition, I have directed Roger Larson to meet with Bob Thistle of <br /> Springsted, to discuss other possible funding options available, such as storm sewer <br /> • revenue bonds. <br /> The increase in the storm sewer rates that they proposed would bring in $150,000 a <br /> year. Residential rates would increase to $9.00 per quarter, which is the average <br /> metro area quarterly rate. However, commercial rates would increase significantly <br /> higher because they are assessed based upon the amount of their property (see <br /> Finance Director's memo). If the Council is interested in changing the ordinance, <br /> staff could have the first reading on October 28. <br /> Outside Funding <br /> The City Manager and Mayor attempted to secure funds by testifying at the Special <br /> Session of the Legislature. They were not allowed to testify. City staff has also <br /> sought to secure funding from other state agencies, the DNR, Metropolitan Council, <br /> etc., and both Hennepin and Ramsey Counties.as well as federal funds. None of <br /> these sources could assist due to lack of funding and the fact that St. Anthony exceeds <br /> income limits. Currently, the City Manager is working with the Minnesota Housing <br /> Finance Agency and FEMA for flood protection grants. <br /> 10. Providing Financial Relief to Residents <br /> As previously announced, City funds cannot legally be used to reimburse City <br /> residents for flood damage unless the funds can be used for a public purpose. <br /> See legal opinion. <br /> • 11. Funding Needed <br /> No comment on this because they are estimates and due to the legal opinions above. <br />
