This model will be used to identify.possible <br /> bottleneck areas, and evaluate alternatives for consideration and comparison. <br /> Potential modifications to be evaluated include: <br /> 1. Expansion of the pumping capacity at the 37'Ive lift station and re- <br /> routing of the existing discharge forcemain into the City of Minneapolis <br /> system. <br /> 2. Increasing"diversion"ofwastewater at St.Anthony Road and Roosevelt <br /> Street. <br /> 3. Adding a flow "diversion" in the area of County Road C and Hwy 8. <br /> 4. Replacing the existing interceptor sewer on Wilson Street with a larger <br /> pipe. <br /> The system analysis will include discussion of the alternatives considered and opinions of <br /> probable construction costs for comparison of alternatives. <br /> B. Infiltration/ Inflow - The I/I portion of the Feasibility Study will develop an <br /> approach directed at I/I reduction over an extended period of time which should <br /> . be more effective than a City-wide house to house inspection directed only at <br /> sump pumps. The intent would be to effectively direct financial resources <br /> toward actual reduction in flow rather than extensive non-productive work. At <br /> this time the revised I/I program may include some or all of the following steps: <br /> 1. Public Information meetings. <br /> 2. Limited inspections when requested by the property owner or at time of <br /> property transfer. <br /> 3. Provide technical assistance to homeowners regarding options for <br /> corrective action. <br /> 4. Require removal of"passive" system at time of property transfer. <br /> 5. Provide a short term (3 to 5 years) incentive program, possibly with <br /> $100 to $500 individual grants,to assist homeowners with the costs of <br /> corrections. <br /> 6. Provide construction assistance by bidding a larger scale project for <br /> interested property owners. <br /> H. MCES Coordination - Discuss modified program with MCES and maximize MCES <br /> participation with I/I work. <br /> III. Sump Pump Inspection Program - Continue on track with planned sump pump <br /> inspection project until conclusions and recommendations of the Feasibility Study are <br /> completed. <br /> The original sump pump inspection project was anticipated to cost about$85,000.
