1 <br /> 1. EXECUTIVE SUMMARY <br /> This project has been entitled the 1999 Street and Utility Improvement Project. This project <br /> provides for the street and utility reconstruction on Wilson Street from 27`'Avenue to 29' <br /> Avenue,Pahl Avenue from Wilson Street to Coolidge Street,from Wilson Street to Coolidge <br /> Street north of St. Anthony Boulevard, from Wilson Street to Coolidge Street south of St. <br /> Anthony Boulevard from south of Pahl Avenue. The project includes the construction of <br /> three storm water holding ponds. The ponds are located in the southeast quadrant of the <br /> intersection of Pahl Avenue and Wilson Street, one-half block east of Wilson Street <br /> extending from Pahl Avenue to St.Anthony Boulevard,and the construction of a storm water <br /> overflow and storage basin located east of Wilson Street and north of St.Anthony Boulevard. <br /> ' This Feasibility Report outlines the proposed construction of approximately 1,900 feet of 30- <br /> foot (30') urban section streets, complete with bituminous paving and concrete curb and <br /> gutter. Also proposed is the reconstruction of approximately 1,500 feet of 12-foot (12') <br /> ' bituminous alley. Also proposed is the replacement of approximately 1,400 feet of water <br /> main, and 1,400 feet of sanitary sewer main,approximately 34 water services, and the new <br /> installation of 1,800 feet of storm sewer ranging from 15 inches (15")to 36 inches (36")-in <br /> ' diameter. <br /> A total estimated project cost is $1,215,000. Funding for the project will come from the <br /> ' city's street and utility reconstruction funds, the Federal Emergency Management <br /> Association (FEMA), the Minnesota Department of Natural Resources, and special <br /> ' assessments. <br /> The project reconstruction can be completed, including the first lift of bituminous and all <br /> restoration items, in 1999.
