MCES Grant Application . City of St Anthony November 12, 1998 Description and Scope of Study The Study will be designed to identify potential sources of the known I/I, locate active sources, quantify possible flow rates, and develop a plan of action to reduce the identified system I/I. The steps in the Study will have some overlap however in general the main tasks can be broken down into sub-tasks. Identification of potential sources will involve the following activities: • Review of previous Studies, Analyses, and television inspection work. • Review of City building records to identify neighborhood ages. • Review of wastewater flow records. • Meeting with City maintenance staff to determine potential or actual problem areas. • Review of lift station operating records to isolate problem areas. • Prepare computer model of collection system for analysis. Locating active sources will involve: • Conduct random inspection of basement connections with focus on identified • problem areas • Visually inspect manhole locations during runoff events. • Walk sewer lines located on easements and off paved road areas. • Possible TV-inspection of suspect lines. Quantifying anticipated flow rates would involve: • Calibrating lift station pumps. • Installing some sump pump monitors. • Determining potential runoff areas for area drains and/or low manholes Developing a plan of action will involve: o Investigation of alternatives • Projection of potential rehabilitation costs • Preparation of a cost effective analysis to determine appropriate rehabilitation efforts • Conclusions regarding the cost effective I/I flow rate for the City. • Expand Public Information program for private property I/I sources. • Work with homeowners to correct private property connections. • Recommendation of rehabilitation work and schedule for addressing the problem. . • Report findings to City Council F:\WPWIN\1065.16\rnces-grantapp.wpd
