MCES Grant Application <br /> . City of St Anthony <br /> November 12, 1998 <br /> Description and Scope of Study <br /> The Study will be designed to identify potential sources of the known I/I, locate active <br /> sources, quantify possible flow rates, and develop a plan of action to reduce the identified <br /> system I/I. The steps in the Study will have some overlap however in general the main <br /> tasks can be broken down into sub-tasks. <br /> Identification of potential sources will involve the following activities: <br /> • Review of previous Studies, Analyses, and television inspection work. <br /> • Review of City building records to identify neighborhood ages. <br /> • Review of wastewater flow records. <br /> • Meeting with City maintenance staff to determine potential or actual problem areas. <br /> • Review of lift station operating records to isolate problem areas. <br /> • Prepare computer model of collection system for analysis. <br /> Locating active sources will involve: <br /> • Conduct random inspection of basement connections with focus on identified <br /> • problem areas <br /> • Visually inspect manhole locations during runoff events. <br /> • Walk sewer lines located on easements and off paved road areas. <br /> • Possible TV-inspection of suspect lines. <br /> Quantifying anticipated flow rates would involve: <br /> • Calibrating lift station pumps. <br /> • Installing some sump pump monitors. <br /> • Determining potential runoff areas for area drains and/or low manholes <br /> Developing a plan of action will involve: <br /> o Investigation of alternatives <br /> • Projection of potential rehabilitation costs <br /> • Preparation of a cost effective analysis to determine appropriate rehabilitation efforts <br /> • Conclusions regarding the cost effective I/I flow rate for the City. <br /> • Expand Public Information program for private property I/I sources. <br /> • Work with homeowners to correct private property connections. <br /> • Recommendation of rehabilitation work and schedule for addressing the problem. <br /> . • Report findings to City Council <br /> F:\WPWIN\1065.16\rnces-grantapp.wpd <br />
