If climatic conditions do not provide a period of relatively wet weather <br /> during the spring and summer of 1999, it may be necessary to extend some of the <br /> analyses through the spring of 2000. <br /> Objective <br /> The primary objective of the Study is to reduce the I/I in the St Anthony wastewater <br /> collection system in order to reduce treatment costs and reduce basement backups. The <br /> Study is one of the initial steps toward the primary objective, and the City is committed <br /> to continuing to work on any recommendation of the Study in order to achieve <br /> measurable reduction in the existing I/I. <br /> Responsibility for Final Report <br /> WSB &Associates, Inc. will prepare the Final Report in conjunction with the City of St <br /> Anthony. <br /> Map of Study Area <br /> The entire City is in the Planning Area for this Study. A map of the City of St Anthony is <br /> attached to this document for reference. • <br /> List of anticipated benefits to the Metropolitan System. <br /> Any I/I reduction in the City of St Anthony system will directly benefit the "downstream" <br /> MCES systems that serve the City of Minneapolis and many other communities. The <br /> flow reduction will result in some additional pipe capacity and treatment plant capacity <br /> that can extend the useful life of the MCES systems. <br /> Estimate of Potential Ll Reduction due to project: <br /> With the limited current information it is difficult to project a potential I/I reduction. <br /> However, the MCES has established an I/I Goal for the City of St. Anthony, and the <br /> intention of the proposed Study is to put the City of St. Anthony on a track to achieve the <br /> suggested goal. <br /> Cost Effectiveness Analysis <br /> A brief review of the MCES flow records from March 1997 through August 1997 <br /> suggests that there was more than 61.2 million gallons of I/I in St Anthony Collection <br /> System during the 6-month period. The 1997 MCES billing rate is$1,370 per million <br /> gallons.
