Ordinance 2000-002, re: Obtaining background/criminal history data for possible city I1 employment(lst reading). 12 Cavanaugh asked City Manager Michael Morrison to provide background information for Ordi- 13 nance 2000-002. Morrison explained that the proposed ordinance would enable the City 14 Manager to obtain criminal history data contained in the Minnesota Criminal Justice Information 15 System of the finalists for City positions. It would enable the City Manager, upon obtaining an 16 authorized consent form, to research criminal history data on a person. Morrison clarified that •17 the intent of the ordinance is for City employees. 18 Motion by Thuesen to approve the First Reading of Ordinance 2000-002, an ordinance relating to . 19 obtaining criminal history data, amending section 300.04 of the 1993 St. Anthony Code of Ordi- 20 nances, with a change to the last sentence to state: 21 "The City Manager or designee must obtain the consent of the finalists before requesting the.data, but an applicant's failure,to provide-consent will [instead of"may."] disqualify..... 23 the applicant from the prospective position. 24 Motion carried unanimously. 25 F. Ordinance 2000-003, re: Lot Coverage_(Ist readin�l. 26 Cavanaugh noted that the issue of a Lot Coverage Ordinance Amendment needed to be returned 27 to the Planning Commission for official approval. After that approval, the Council would be in a 28 position to vote on the First Reading of the Ordinance. The other Councilmembers were in 29 agreement. It was decided to return the Lot Coverage Amendment to the Planning Commission 30 for approval. 31 Mayor Cavanaugh directed City Manager Michael Momson to return the Lot Coverage Amend- 32 ment to the Planning Commission for approval. Cavanaugh wished to note that the Amendment •33 is the result of thorough and detailed research performed by the Planning Commissioners and is 34 an excellent project of which the Council supports.
