Review Salvation Army Moratorium with City Attorney. <br /> 3 City Manager Michael Mornson provided background information on this issue by stating that on <br /> 4 May 11, 1999, the City Council adopted a moratorium on the Salvation Army property. The <br /> 5 moratorium was for a 12-month period to May 11, 2000. <br /> 6 In addition, the City Attorney has presented the Mayor and Council with a letter dated April 19, <br /> 7 2000 which outlines the options for the Council. The options are to extend the moratorium up to <br /> 8 a period of eighteen months to conduct further studies of possible impacts on development. The <br /> 9 second option is to let the moratorium expire,which would mean the existing zoning and <br /> 10 Comprehensive Plan would remain in effect(Recreation and Open Space District). <br /> 1 l Mornson further stated that at the time the moratorium was put into place, communication re- <br /> 12 garding details of the property was poor. Since that.time, communication has improved and City <br /> 13 Staff has been in the process of organizing a meeting with the Salvation Army to discuss the <br /> 14 Comprehensive-Plan and other issues the City has concerns over. For example,potential buyers <br /> 15 of the property, and the impact on the surrounding schools and the county. Morrison offered that <br /> 16 two-representatives of the Salvation Army would have been in attendance at this meeting but <br /> 17 both were out of town. <br /> 18 Mornson continued by expressing his recommendation that the moratorium be extended until <br /> 19 June 14, 2000 at a minimum because it gives the Council additional time to review other options. <br /> 20 Cavanaugh offered that the Council worksession scheduled for May 15, 2000 would provide an <br /> 21 opportunity for the Council to obtain additional information about a possible Planned Unit <br /> 22 Development("PUD") option and the impact of such an option. <br /> 23 Mornson offered that he had spoken with a contact person at the Salvation Army, who repre- <br /> 24 sented that the Salvation Army was in agreement with a moratorium extension until the next <br /> 25 Council meeting in June 2000. The representatives of the Salvation Army would be able to <br /> -26 attend that meeting and provide information and representation of the Salvation Army property <br /> 27 issue. <br /> 28 It was determined that the Planning Commission would review the issue at its next meeting (May <br /> 29 16, 2000) and a public hearing would be held at a City Council meeting in June. Additionally, <br /> 30 the first two readings would be requested to be waived. <br /> 31 Thuesen offered some thoughts that were presented from the previous Council when the morato- <br /> 32 rium was initially passed. He stated there was a sense for potential of redevelopment of the Sal- <br /> 33 vation Army property and it was visioned that the City would be left behind, so to speak, in the <br /> •34 planning.
