The City could provide outright assistance grants that would be payable upon <br /> completion of the work and inspection by City staff. <br /> City Cost — Assuming that a total of 300 residents would participate in the <br /> program, the City cost would be $30,000 per $100 of grant money offered. A <br /> typical high quality sump pump will cost $100 to $150. <br /> All of these programs must be considered for their individual environment benefit in <br /> reducing sewer backups and downstream bypassing of raw sewage to the Mississippi <br /> River. The City of St. Anthony will realize some savings from the MCES treatment costs <br /> due to the reduced flow, but it is very difficult to predict how much flow reduction will <br /> actually be achieved and therefore how much savings there will be in treatment charges. <br /> It should be recognized that the savings in treatment charges will be realized over a <br /> period of many years, and small improvements in each community's system can provide <br /> a measurable improvement in a sanitary sewer collection system as large as the one <br /> serving the Metropolitan area. <br /> We would recommend that the City encourage voluntary removal of the direct tile <br /> g <br /> connections and any sump pump connections, with mandatory disconnection or sealing <br /> required at times of property ownership transfer.
