As requested in your letter of <br /> November 24, 1999,we have completed a site survey and field review of existing conditions with RCWD <br /> staff to determine probable source of the problem and potential solutions. As we have discussed, it <br /> appears from these efforts that the site conditions remain essentially as constructed and there have been <br /> no modifications or settlements since release of the District permit which might have led to alteration of <br /> the drainage patterns. In other words, the site conditions remain as reviewed and accepted by the RCWD <br /> upon completion of construction. <br /> The jurisdictional issues not withstanding,the Ste.Marie Company has expressed a desire to find a final <br /> resolution of these issues as simply and expeditiously as possible. Based upon my meeting with RCWD <br /> staff on February 18' of this year I understand the following to be reasonable proposals for resolving <br /> these issues: <br /> 1) The Ste.Marie Company will install a concrete trench drain in the Cub Foods access drive <br /> along the north property line of the development. This.-trench drain will serve to intercept. <br /> runoff from the parking lot that currently bypasses the existing drainage system and route the <br /> runoff to the existing storm water pond. This approach should address items 2 &3 in Derek <br /> Knapp's memorandum of November 10, 1999. A site plan and details of this installation are <br /> attached for your review and approval. This work will be completed within ninety days of <br /> RCWD approval subject to the Ste.Marie Company's ability to obtain right of entry from the <br /> property owner. <br /> 2) The resolution of the areas adjacent to the Erickson Oil site is slightly more problematic in <br /> that a previous correction undertaken with RCVD approval has now been deemed <br /> inadequate. This is the basis of items 1 &4 in Derek Knapp's memo. Based upon a field <br /> review of the existing conditions with RCWD staff it is my opinion that the most effective <br /> method of limiting by-pass runoff to the in-place drainage structures would be to modify the <br /> roadway surface of 39th Ave.extended. This driveway currently has adverse slope and <br /> crown that directs runoff that does not reach the gutter away from the catch basins. This <br /> condition existed prior to the re-development project and the 391"Ave extension was not part <br /> the re-platting or re-development. <br />
