City Council Regular Meeting Minutes <br /> June 26, 2001 <br /> Page 6 <br /> 1 Mayor Cavanaugh asked if they were making the recommendation responsibly, considering cost and <br /> 2 feasibility. Mr. Rapp stated that they were. He added that legislature, and=other things could impact <br /> 3 the recommendation but that they will put forward things and show them how they can be successful <br /> 4 and the choices that the City would need to be made. <br /> 5 Mayor Cavanaugh asked if the Market Rate for the City of St. Anthony is part of the study that is fixed. <br /> 6 Mr. Rapp stated that a fundamental part of the development process like this one must have a Market <br /> 7 Analysis attached to it. He added that any prudent developer would not move forward without <br /> s understanding of what they could achieve in terms of revenue. He added that a Detailed Market <br /> 9 Analysis is part of what they would be receiving at the next meeting. <br /> 10 Councilmember Thuesen indicated that they have been hearing new possibilities all throughout the <br /> 11 process, and expressed his hope that doors have not been closed on any of the suggested possibilities. <br /> 12 Mr. Rapp stated that he was there tonight to encourage them not to try to zero in too much on details. <br /> 13 He stressed that a general framework is the key, and added that a process like this requires patience. <br /> 14 Councilmember Thuesen stated that all of the patience could still bring them nothing when they receive <br /> 15 the two Concept Plans. Mr. Rapp stated that was true,yet a project of this magnitude requires-: <br /> 16 patience so that they will get a different result than the one.they had previously.'-'71° <br /> 17 Councilmember Horst stated that the Council had decided to not be too instrumental in the project, and <br /> 18 said that they have kept out of the business of the steering committee on the project. He added that he <br /> 19 was uncertain of what preferences have been concluded. Mr. Rapp stated that all of the discussions <br /> 20 and preferences and input would be included in the information to be received next month. He added <br /> 21 that there is an inevitable balance between financial feasibility and preferences and they will need to <br /> 22 make tradeoffs in order to make them work. <br /> 23 Councilmember Horst stated that the residents have had a difficult time with spending money in the <br /> 24 past. Mayor Cavanaugh identified the anxiety they are experiencing in waiting for July and addressed <br /> 25 Councilmember Horst by saying that they will have material with which to pursue his concerns come <br /> 26 July. <br /> 27 Mark Ruff, Ehlers and Associates, stated that they would be faced with a number of people who will be <br /> 28 interested in proposing on this development. He urged them to think of this document to be received <br /> 29 next month as a list of priorities of things such as public amenities. Mr. Ruff stated that it would help <br /> 30 them later on in negotiations with developers in terms of priorities and what they want to see out of this <br /> 31 development. <br /> 32 Councilmember Horst gave an example of townhomes, and not wanting to see them anywhere in the <br /> 33 new development, and asked how that type of public input would be helpful. Mr. Ruffstated that they <br /> 34 have the majority of the control on those types of issues, by keeping track of their list of priorities. <br />
