City Council Regular Meeting Minutes 8 June 26, 2001 Page 7 1 Mayor Cavanaugh mentioned the Town Hall Meeting that he had attended where they provided 2 residents with options and examples.of what the-Northwest Quadrant could look like;an&they =- 3 documented the input of the residents. He added that the report that comes in from that meeting would 4 be factored into the information to be received next month. Councilmember Thuesen added that he s worried if they were getting enough of the majority of the community. 6 7 Mayor Cavanaugh concluded that the professionals have guarded them against bias, and that he hopes s the document will remove their anxiety and temper their excitement. He added that next month is a high 9 water month for both the Planning Commission and the City Council. 10 B. Resolution 01-068, re: Order preparation of report on 2002 street and utilily improvements 11 (Todd Hubmer, WSB & Associates. Inc. will be present.). 12 City Manager Mike Morrison introduced Todd Hubmer, WSB & Associates. Mr. Hubmer stated that 13 what is proposed for 2002 is the reconstruction of Wilson Street from 30" Avenue Northeast to 32"d 14 Avenue Northeast; Harding Street, from 30"Avenue Northeast to 31St Avenue Northeast; 31" 15 Avenue Northeast, from Wilson Street to Silver Lake Road; and intersection work at Edward Street, 16 Belden Drive and 32nd Avenue. 17 Mr. Hubmer stated the purpose for this year's reconstruction will include replacement of-waterrirain-and= 18 replacement of sanitary where it is needed and in areas where it will conflict with the new storm sewer 19 system. He reviewed the specifics and the proposed schedule for the 2002 project, with an anticipated 20 completion in September 2002, with a final pavement in 2003. 21 Councilmember Tliuesen asked about the narrowness of 31 St Avenue by St. Mary's Russian Greek 22 Orthodox Catholic Church Cemetery and whether, or not, there are any plans on what can be done. 23 Mr. Hubmer stated that they have begun conversations with them and that there are a number of issues 24 associated with the cemetery. He added that were going to work with the cemetery and try to acquire 25 some land back from them in order to widen the road back the original width. 26 Councilmember Hodson asked if they have taken the underground electrical situation that may be tied 27 to the reconstruction into consideration. Mr. Hubmer stated that they have considered that, and that 28 the City needs to determine if they want to spend the money. 29 Motion by Councilmember Hodson to adopt Resolution 01-068, re: Order preparation of report on 30 2002 street and utility improvements. 31 Motion carried unanimously. 32 C. Resolution 01-067, re: Wellhead protection plan proposal from WSB & Associates (Todd 33 Hubmer, WSB & Associates, Inc. will be present). 34 Mr. Hubmer stated that he and Jay Hartman attended a meeting on May 8, 2001, at the request of the 35 Minnesota Department of Health which was a formal notification process to the City of St. Anthony
