2. INTRODUCTION 2.1. Authorization ' On June 26, 2001 the City of St. Anthony City Council authorized the preparation of an engineering Feasibility Report for the 2002 Street and Utility Improvement Project. This ' project was authorized under City of St. Anthony Resolution 01-068. ' 2.2. Scope This project provides for the street and utility reconstruction of Wilson Street from 30th Avenue to 32nd Avenue; Harding Street from 30th Avenue to 31 st Avenue; 31 st Avenue ' NE from Wilson Street to Silver Lake Road; and 32"d Avenue from Edward Street to Belden Drive. ' The project also proposes to install new storm sewer along 31st Avenue, from Wilson Street to the inlet of the new pond south of 31"Avenue and East of Harding Street. ' In summary, street, sanitary sewer, water main and storm sewer improvements are all proposed as part of this project. 2.3. Data Available Information and materials used in the preparation of this report include the following: City of St. Anthony Record Drawings ' City of St. Anthony Topographic Maps Interviews and discussion with property owners ' Discussions from Public Information Meetings Field observations of area Engineering analysis of selected flood problem areas within the City of ' St. Anthony,March 1998 2.4. Project Location The project is located in the south central portion of the City of St. Anthony and includes ' the following streets: Wilson Street from 30th Avenue NE to 32th Avenue NE ' Harding Street from 30th Avenue NE to 31st Avenue NE 31 st Avenue NE from Wilson Street to Silver Lake Road 32"d Avenue NE from Edward Street to Belden Drive The project area is identified on Figure I in Appendix A of this report.
