' 3.3. Storm Sewer
' The existing storm sewer consists of a 36-inch (36") RCP, which flows from north to
south along Wilson Street from 32nd Avenue to 30th Avenue. An 18" and 15"RCP tie
into the Wilson Street RCP from 31 st Avenue. The existing storm sewer on 32nd
Avenue, east of Wilson Street, is a 33-inch (33") storm sewer, and a 24"RCP conveys
flow from the west. There is no existing storm sewer on Harding Street NE.
' The storm water conveyance system within Wilson Street is considered a trunk system,
which receives water from approximately 330 acres. During heavy rainfall conditions,
the storm sewer is not adequate to collect the runoff and convey it from the street area.
Intersections regularly are flooded with a few inches to a few feet of water. In some
cases the water level is high enough to flow from the roadway into adjacent garages and
basements.
3.4. Streets
Wilson Street, 31st Avenue NE, and Harding Street NE are generally 30-foot(30')wide
streets, with concrete curb and gutter. There is a section of Wilson Street which borders
1 the cemetery south of 31"Avenue, which is less than 30 feet in width. No borings were
taken for these streets but other borings in the area have indicated there was
approximately 5 inches (5")bituminous over two and one-half feet of silty sand fill. Soil
borings will be completed during final design.
' 4. PROPOSEDIMPROVEMENTS
1 4.1. Sanitary Sewer
The existing 10-inch (10") VCP will be reconstructed with 10"PVC on Wilson Street
from 30th Avenue NE to 32nd Avenue NE , including the intersection and west to the
intersection with Edward Street. The existing 9-inch(9")VCP will be reconstructed with
10-inch(10") PVC on 31st Avenue NE and 32nd Avenue from Wilson Street to the
' intersection with Belden Drive.
The proposed sanitary sewer improvements are shown on Figure 3 in Appendix A.
1
4.2. Watermain
' The existing water mains will be entirely or partially exposed by the excavation required
for the sanitary sewer and storm sewer improvements. In addition, many of the water
service lines to the individual properties will be removed or disconnected for a period of
' time. The excavation for the other utilities provides a timely opportunity for
improvements to the water distribution system before significant problems are
experienced.
1
' City of St.Anthony-2002 Street and Utility Improvement Project
Feasibility Report
' WSB Project No. 1065-592 Page 4
