The proposed water main improvements consist of replacing the existing 6 mains with
new 8" ductile iron pipe mains and copper service taps and lines. This will improve
tdelivery of potable water and fire flow volume at reasonable pressure and head loss.
Replacement of the service taps and lines may improve the water quality by reducing the
' potential for lead to enter the system and possibly increase the pressure by providing a
clean service pipe.
The proposed water system improvements are shown on Figure 4 in Appendix A.
4.3. Storm Sewer
The proposed storm sewer improvements include replacing the existing 36-inch(36")
storm sewer on Wilson Street from 30th Avenue NE to 31st Avenue NE with a 36-inch
(36") storm sewer at a new elevation, replacing the existing 36-inch(36") storm sewer on
Wilson Street from 31 st Avenue NE to 32nd Avenue NE with a 66-inch (66")storm
' sewer, replacing 100 feet of the existing 18-inch(18") storm sewer on 31 st Avenue NE
west of Wilson Street with a 36-inch(36") storm sewer, and replacing the existing 24-
1 inch(24") and 33-inch(33") storm sewers on 32nd Avenue between Edward Street and
Belden Drive with a 48-inch(48") storm sewer.
' A new 66-inch (66") storm sewer will be installed from the intersection of 31st Avenue
and Wilson Street to the inlet of the new pond located between Harding Street and Silver
Lake Road south of 31"Avenue NE.
The proposed storm water system improvements are shown on Figure S in Appendix A.
4.4. Street
' The reconstruction of the existing streets is intended to improve the design strength of the
pavement system and provide a street surface with an extended life for the City of St.
Anthony. The existing street widths will be maintained in the new street to minimize
impacts on the existing driveways, boulevards, and landscaping. The proposed street
reconstruction areas are shown on Figure 2 and the typical section is shown on Figure 6
in Appendix A.
' After the excavation, a geotextile fabric will be placed to separate the underlying soft
materials from the granular materials. One foot(F)of granular material, "sand cushion"
will be placed on the geotextile fabric to provide a firm base for the six inches (6") of
' Class 5 aggregate base and three and one-half inches (3-1/2")of bituminous pavement.
4.5. Permits and Approvals
' Reconstruction of the existing sanitary sewers and water mains, will require a permit
from the Minnesota Pollution Control Agency(MPCA), and the Minnesota Department
of Health, respectively.
City of St.Anthony—2002 Street and Utility Improvement Project
Feasibility Report
' WSB Project No. 1065-592 Page 5
