21 <br /> ■ Costs of Rights of Way acquisition has escalated dramatically over the past decade as <br /> development spreads outward and land prices increase almost exponentially. <br /> The failure of the legislature and the Administration to adequately address the need for <br /> increased funding for transportation and transit improvements during the last legislative session <br /> opens the door for further consideration of the issue over the next 3 to 5 year period. NMMA <br /> must play a key role in helping to shape the discussion and the framework for future <br /> transportation and transit funding. <br /> Another transportation related issue is the need to secure legislation to deal with utility <br /> relocation costs currently assessed against local communities and associated with projects that <br /> are both in progress and on the drawing board. <br /> Objectives <br /> In order to meet the transportation project funding needs of the NMMA cities, the following <br /> actions are recommended: <br /> 1. The NMMA will assume a leadership role in the debate on transportation and transit funding. <br /> We cannot wait for others to do so. This activity will include creating both short-term and <br /> long-term strategies. <br /> 2. NMMA will, through its newly established Transportation Advisory Committee, develop a <br /> prioritized list of transportation and transit system improvements needed to accommodate <br /> current needs and anticipated growth in the North Metro area. This list should focus on the <br /> need to accelerate currently programmed and planned projects. As well as the addition of <br /> unanticipated and unscheduled improvements needed to make the transportation system <br /> function at acceptable levels and accommodate future growth and redevelopment that will <br /> take place over the next 20-year period. Projects that would fall into this category for <br /> consideration: <br /> ■ Completion of Hwy 610 <br /> ■ Completion of Hwy 100 <br /> ■ Expansion of Hwy 10 <br /> ■ Reconstruction of Hanson Blvd. Intersection at Hwy 10 <br /> ■ Reconstruction of Hwy 65 <br /> ■ Reconstruction of Hwy 242 Intersection w/Hwy 65 <br /> ■ Devil's Triangle in Brooklyn Park/Osseo <br /> ■ Reconstruction of Hwy 169 (New Fjope area) <br /> ■ Dayton/Ramsey Mississippi Bridge.Crossing <br /> ■ 1-94 4-Lanes Brooklyn Center to Maple Grove <br /> ■ Expansion of 1-35W(Minneapolis to Blaine) <br /> ■ Redesign Hwy 10—Coon Rapids <br /> ■ Reconstruction Hwy 65/1-694 Intersection in Fridley/Medtronic Site <br /> ■ 1-694 Expansion to 4-Lanes from 1-35W to 1-35E <br /> ■ Redesign of Snelling/1-694 Intersection <br /> ■ Reconstruction Hwy 47— Ramsey North <br /> ■ Reconstruction of 135W through downtown Minneapolis south to 62"d Crosstown <br /> ■ North Star Corridor <br /> • Hwy 81 Transit-way <br /> • NE Diagonal Transit-way <br /> 2 <br />
