22 <br /> ■ Regional Airport Planning <br /> ■ Transit Option Coordination Throughout North Metro area <br /> 3. NMMA will develop and implement an aggressive out-reach campaign to ensure that area <br /> legislators, county board members, the media and the public understand the consequences <br /> of a failure to act to address transportation investment shortfall and the need for multi-modal <br /> system improvements in the State and the NMMA area. <br /> Action Steps <br /> 1. Upon prioritization of transportation and transit projects by NMMA's Transportation Advisory <br /> Committee, NMMA staff will be assigned to design, develop and implement a coordinated <br /> campaign to secure necessary funding and scheduling commitments. This effort will include <br /> working with MnDOT, Metropolitan Council and federal governmental agencies as needed. <br /> A detailed action plan will be developed with specific assignments and time lines. <br /> 2. NMMA will seek support from the North Metro legislative delegation, Metropolitan Council <br /> representatives, federal officials and various appointed transportation and transit <br /> representatives, its Community Partners, local area chambers and other interested parties. <br /> A public relations and communication campaign will be inaugurated to ensure that both the <br /> public and media has the critical facts so that grass roots activities can be initiated where <br /> needed to achieve success. <br /> 3. NMMA will co-sponsor a "Transportation and Transit Planning and Funding Summit" in <br /> conjunction with MnDOT, regional transportation planning agencies, counties, area <br /> foundations, national and State organizations and universities. The summit will focus on the <br /> future of transportation and transit funding and the "best practices" used elsewhere in the <br /> country to achieve the best possible transportation system for our residents. All co-sponsors <br /> have a strong interest in transportation and transit issues with a special focus on"how to link <br /> transportation and transit planning to Livable Communities." <br /> 4. NMMA will design and produce a quarterly communication piece on critical transportation <br /> and transit issues in the North Metro area. The distribution list will include the business <br /> community, local media and cable organizations, elected officials, community thought <br /> leaders, (i.e., school superintendents, college presidents, etc.). <br /> ECONOMIC DEVELOPMENT AND REDEVELOPMENT <br /> Background - <br /> Yes tax increment financing is still alive, but barely. Some cities can expect to lose 30% in TIF <br /> revenues. Yet TIF still remains the only development and redevelopment tool available for local <br /> units of government. Tax abatement is a possibility but one that is far more complex and <br /> difficult to implement. <br /> Using TIF in the future may force communities to consider using financing techniques that have <br /> higher relative risks associated with such projects. With the impacts from the 2001 Tax Reform <br /> Law so uncertain, some cities are hesitant to even consider TIF as a viable option for <br /> development and/or redevelopment projects in their communities. Other communities having <br /> projects ready for preliminary design work or site acquisition, now find forecasted revenues no <br /> longer adequate and thus are holding the "bag"with little prospect for recovering preliminary <br /> planning or initial investment costs, such as right-of-way acquisition. <br /> 3 <br />
