24 <br /> (outstate), and jointly with the Metropolitan Council (Twin Cities Seven County Area)through <br /> a special development and redevelopment program for qualified local govemmental projects <br /> through a competitive process. <br /> Local units of government would be required to submit projects on a competitive basis to <br /> DTED/State Planning and/or the Metropolitan Council for consideration and qualification to <br /> utilize said program. DTED/Planning and/or the Metropolitan Council would be responsible <br /> for designing program criteria and qualification requirements for local government <br /> participation. <br /> 3. Engage NMMA Community Partners, as well as others from the business community to join <br /> with NMMA in this effort, to help influence key legislators and other thought leaders on this <br /> subject. <br /> 4. Work with other interested organizations to develop legislation using State bonding as the <br /> primary front-end revenue source to fund these new development and redevelopment tools. <br /> 5. Work with other interested organizations to develop legislative language and related <br /> implementation strategies that will empower local municipalities to create street utilities to <br /> finance local streets and sidewalks. <br /> REDISTRICTING <br /> Background <br /> Redistricting" is the process of changing election district boundaries. <br /> According to the U.S. Constitution, the Census has one fundamental purpose: to ensure that the <br /> representation of each state is apportioned fairly in the 435 member U.S. House of <br /> Representatives according to population. Each ten years the U.S. Census Bureau, part of the <br /> U.S. Department of Commerce, conducts a census to determine the population of each state, <br /> and then calculates the number of representatives based on a method of equal proportions. <br /> Since Minnesota has had a fairly strong rate of growth, roughly approAmating the national rate, <br /> Minnesota retained its eight seats. <br /> The new legislative districts need to be determined by March 19, 2002 to give sufficient time for <br /> the election in November 2002. Once the districts have been established, local units of <br /> government with districts apportioned by population must also redistrict themselves. When all <br /> the districts have been determined, boundaries for election precincts will be set. <br /> Action Steps <br /> Monitor the various redistricting proposals, give input and protect local municipal interests were <br /> appropriate. <br /> HOUSING <br /> Background <br /> Over the years the legislature has funded various housing initiatives and key committee chairs <br /> have held hearings on housing matters in an effort to review what might be needed to address <br /> the situation.
