26 <br /> Objective <br /> Create awareness at all levels of decision makers and community thought leaders as to the <br /> impacts of unintended consequences resulting from the 2001 Tax Reform Law for our member <br /> communities. <br /> Action Steps <br /> Seek support from local legislative delegation, other municipal organizations and the community <br /> at large to secure needed legislative modifications where needed to level the playing field. <br /> FISCAL DISPARITIES <br /> Background <br /> Fiscal Disparity is a regional policy that has worked historically to balance local revenue <br /> capacity and ability to fund municipal operations. This law has played a major role for the <br /> majority of NMMA communities to fund basic core municipal services while at the same time <br /> lessening the need to compete for creation of tax base. <br /> Objective <br /> Work to maintain and/or enhance current fiscal disparities law through building legislative and <br /> community wide support. <br /> Action <br /> Include this as a key component in all future NMMA legislative work plans. <br /> METRO COUNCIL REGIONAL BLUEPRINT . <br /> Background <br /> NMMA played a significant role in developing both the design and the actual language of the <br /> Metro Council's current Regional Blueprint. NMMA approached this role by bringing the <br /> concept of regional balance in both public and private investment in the region. Further, NMMA <br /> attempted to push the Metro Council and other key decision makers to take the policies <br /> enunciated in the Blueprint and push for a statewide land use planning policy so that the metro <br /> area was not at a disadvantage when dealing with development and redevelopment issues. <br /> Long before the words were coined, NMMA member communities were committed to the <br /> principals of"livable communities." This is the bond that has held these cities together and <br /> around which all other policies, programs and projects were designed and implemented. <br /> Objective <br /> Work with the Metro Council and assigned staff members in an effort to help shape a <br /> redesigned Regional Blueprint. <br /> Action <br /> Designate NMMA task force to meet with Metro Council members and staff in the creation of a <br /> new Regional Blueprint over the next 12-month period (October 2001 through September 2002). <br />
