' TERRORISM AND WEAPONS OF MASS DESTRUCTION <br /> The attack on the World Trade Center and the events occurring since <br /> September 11, 2001, have certainly put a whole new emphasis on the term <br /> ' Emergency Management. The world has changed. The reality of <br /> responding to a large-scale terrorist event in this country is now a fact. We <br /> are now routinely discussing the possibility of weapons of mass destruction, <br /> ' decontamination, emergency management procedures, and secondary <br /> devices designed to kill first responders as they arrive to rescue victims. <br /> Additionally, we have been bombarded by information on known terrorists <br /> in our country, watch lists, recognizing signs of a weapon of mass <br /> destruction release, and responding to such events. We have also received <br /> ' information on smaller terrorist targets and the great potential for our city to <br /> be effected in a metro event, due to its geographical location in the <br /> metropolitan area. <br /> The police department has worked hard to begin preparations for such an <br /> ' event and for protecting the citizen's we serve. Since the September 11'�' <br /> attack, we have completed the following: <br /> • Worked with the fire department refining our emergency <br /> response procedures. <br /> • Sponsored a seminar on the Minnesota Incident Management <br /> System for all city departments. <br /> • Attended educational seminars on weapons of mass destruction <br /> and explored resources available should we encounter such an <br /> event. <br /> ' • Worked closely with Hennepin and Ramsey County Divisions <br /> of Emergency Management, and took part in grant funds made <br /> available by the State. Grant funds available in Ramsey County <br /> ' are being used to augment HazMat teams for countywide <br /> response. Grant funds in Hennepin County are being used to <br /> ' purchase some personal protective equipment for a small <br /> portion of each city's 1't Responders, as well as purchasing a <br /> mobile decontamination trailer. <br /> ' • We have made a grant request for enough personal protective <br /> equipment to outfit all of our Public Works, Police, and Fire <br /> 17 <br />
