This <br /> ' committee is a collaboration with the Department of Public <br /> Safety and the Department of Health, and has representation <br /> from more than 11 statewide associations and multiple state and <br /> ' federal.agencies. <br /> A terrorists goal is to strike fear, disrupt, and paralyze people's lives. To <br /> that end, they will attempt to harm as many people and as much <br /> infrastructure as possible. Police officers, firefighters, and EMT's are <br /> ' America's front line soldiers in the event of a terrorist attack. With the right <br /> training and equipment, these first responders have the greatest potential to <br /> ' save lives and limit casualties.
