City Council Regular Meeting Minutes 5 <br /> May 28, 2003 <br /> Page 5 <br /> 1 Councilmember Horst asked if there was much objection to this issue. Mr. Hubmer responded <br /> 2 there was very little dissension. Councilmember Horst stated that he wanted to make sure that <br /> 3 each resident paying had a voice. <br /> 4 <br /> 5 Mayor Hodson responded that he had received a few e-mails indicating opposition; however, the <br /> 6 majority of e-mails had been positive. <br /> 7 <br /> 8 Councilmember Thuesen stated that the discussion needed to get past the decorative issue. He <br /> 9 indicated it was an issue of adding lighting and greater security to an area of the City. <br /> 10 <br /> 11 Councilmember Horst stated that each resident would be assessed $1,000 whether or not he/she <br /> 12 wanted the lighting. He felt there were residents who felt this was optional; yet they would be <br /> 13 assessed. He said he agreed with the City; however, he felt the Council needed to be sensitive to <br /> 14 the concerns that a tax was being added. <br /> 15 <br /> 16 Motion by Councilmember Sparks to adopt Resolution 03-039 re: ordering street lighting <br /> 17 improvements to St. Anthony Boulevard. <br /> 18 <br /> 19 Discussion: <br /> 20 Councilmember Faust stated that decorative was something imposed in the ordinance. He said it <br /> 21 could be an inflammatory word; however, the discussion was about lighting. He felt safety and <br /> 22 cost were the important issues, and a process was needed whereby priorities were established. <br /> 23 Councilmember Faust suggested a street lighting plan be implemented and a street utility <br /> 24 assessment be completed. He stated he was comfortable to move ahead if the City staff could <br /> 25 come up with a plan and establish a street lighting utility. <br /> 26 <br /> 27 Mayor Hodson indicated there was a street lighting plan and agreed that he was comfortable with <br /> 28 the staff putting together a lighting utility fund. <br /> 29 <br /> 30 Motion carried unanimously. <br /> 31 <br /> 32 Stephen Weiss, 2513 St. Anthony Boulevard, asked to step forward. He stated he had hoped to <br /> 33 speak before the vote. Mr. Weiss said he was in favor of the new lighting; however,because of <br /> 34 current economic conditions, he felt it was a bad decision for some of the residents. He stated <br /> 35 that the assessed tax would be hard on the residents who were in uncomfortable financial <br /> 36 situations. He felt that the improvements in the City had been phenomenal, but he saw this as <br /> 37 frivolous at this time. <br /> 38 <br /> 39 3. Wellhead Protection Plan. <br /> 40 Mr. Hubmer stated that Phase I of the City of St. Anthony's Wellhead Protection Plan prepared <br /> 41 by the Ramsey County Soil and Water Conservation District had been reviewed and submitted to <br /> 42 the Minnesota Department of Health. He added that Matt Swanson at Ramsey County had done <br /> 43 a good job of putting the information together. Mr. Hubmer said that a meeting would be held <br /> 44 on May 29, 2003, with City staff, Ramsey County Soil and Water Conservation District and the <br /> 45 Minnesota Department of Health to review the document for final submittal. Following this <br /> 46 meeting, revisions to the Phase I plan would be made in accordance with the Minnesota <br /> 47 Department of Health comments, and a schedule would be prepared for the completion of Phase <br />
