Thus, HERD is <br /> oriented to both for-profit and not-for-profit corporations in the first <br /> five years of their existence. <br /> The fourth objective is to provide a specific facility, an appropriate <br /> building, for new labor intensive businesses to grow more rapidly and <br /> increase employment opportunities within Hennepin County, Minnesota. <br /> While this facility provides adjunct business services, they are by <br /> definition just that - adjunct business services. <br /> The whole concept and the related business objectives is focused on <br /> providing work opportunities for the "disadvantaged" and the "dislocated" <br /> worker.
