ANTHONY i <br /> 2 Motion carried unanimously. <br /> 3 Councilmember Enrooth explained that he had changed his mind on the <br /> 4 issue since the last meeting, having come to agree with the conclusion <br /> 5 of an article he had read in the Freshwater magazine, that "there' s no <br /> 6 free lunch and sooner or later we have to pay for water overuse we <br /> 7 haven' t paid for in the past.
