Mr. Robert Galush -2- March 7, 1988 <br /> EXISTING CONDITIONS <br /> To. analyze the existing traffic conditions, Benshoof 8 <br /> Associates conducted traffic counts and observations from <br /> 11 a.m.-1 p.m. and 3-6 p.m. on Friday, February 26, 1988. <br /> During the two time periods the following data was <br /> collected: <br /> . turn movements at bank driveways <br /> . drive-up volumes and queue lengths <br /> . parking on the bank site and 39th Avenue <br /> In addition, observations were made regarding traffic <br /> operations and circulation on-site. From the traffic counts <br /> and observations, only six percent of the bank- traffic used <br /> 39th Avenue to the east. Some drive-up bank traffic was <br /> observed circulating off=site in order to find an unoccupied <br /> parking space. The maximum parking demand occurred at 3 :30 <br /> p.m. with 24 on-site and 6 off-site parking spaces. occupied. <br /> The off-site parking occurred on both sides of 39th Avenue <br /> between Silver Lake Road and the bank driveway. A couple of <br /> times vehicles parked illegally in the drive aisles east and • <br /> south of the building site. These vehicles caused traffic <br /> circulation and parking problems. <br /> The two drive-up lanes can accommodate five vehicles each. <br /> From approximately 4:40 p.m. to 5: 15 p.m. the two drive-up <br /> lanes were full . On two occasions one vehicle parked in the <br /> drive aisle waiting to use the drive-up. Otherwise, most <br /> vehicles noted the drive-up was full and found a parking <br /> space. <br /> In addition to our traffic counts and observations . Jean <br /> Keller, the bank manager, provided us with .some other <br /> traffic observations. She indicated that the combination of <br /> the drive-up traffiG waiting in the drive aisle and the <br /> Illegal parking along the south and east curbs of the <br /> building sometimes caused serious interference with on-site <br /> traffic operations. Also. Jean indicated that between seven <br /> and 12 vehicles sometimes park along 39th Avenue and walk to <br /> the bank.
