Section 130:00 <br /> Section 430 - Sign Pegulations <br /> • 5ection LjO:00. Purpose. The purpose of this section is to provide for <br /> necessary visual communications, to preserve and protect the common welfare <br /> and promote a pleasant environment, to protect public and private property, <br /> and to encourage safety upon streets and highwayep by regulating the type, <br /> mm►ber, structure, size, la:ation, height, lighting, and the erecting and <br /> maintenance of all signs and sign structures within the corporate limits of <br /> this murizipality. 9 , <br /> Section 430:05. Scope. The provisions of this ordinance shall apply to all <br /> signs in the Village except those which are completely within a building and <br /> not reasonably intended to be viewed from the exterior of the building except <br /> as otherwise provided in this ordinance, and those erected by the Village and <br /> by any other governmental organisation pursuant to authority granted by the <br /> Village or to authority of state or federal law. <br /> "'he provisions of this ordinance shall describe signs which are prohibited <br /> in all cases, signs which may be erected without obtaining a permit, and <br /> signs which may be erected only after obtaining a permit. The ordinance also <br /> contains certain requirements for all signs erected, administrative provisions, <br /> provisions concerning the obtaining of permits, procedures with respect to <br /> obtaining variances from -the ordinance, and penal provisions. <br /> Section 430:10. Definitions. <br /> • Subd. 1. Unless the content clearly indicates otherwise, the words, <br /> combinations of words, terms, and phrases, as used in Section 430:00 <br /> et seq. sh-11 have the meanings set forth in the subdivisions of this <br /> section which follow. <br /> Subd. 29 "Sign" means any visual message or communication, with or <br /> without words, displayed to the public, or any other device used, or <br /> intended to be used, to attract public attention for the purpose of <br /> a visual message or communication. <br /> Subd. 3. "Sign Structure" means the supports, uprights, bracing, <br /> and framework for a sign including the sign surface itself. If a sign <br /> structure has two or more sides, each side shall be considered a separate <br /> sign structure. <br /> Subd. 4. "Sign Surface Area" means the surface area available on any <br /> sign structure for a visual message or communication measured in square <br /> feet. If the sign structure is a wall, the sign surface area shall be <br /> that of the smallest rectangle or square which would enclose the sign <br /> message components. If any sign is designed or constructed so as to <br /> consist only of the letters or images of the sign message and is not <br /> enclosed by an identifiable rectangular or square surface area, the sign <br /> surface area shall be that of the smallest rectangle or square which <br /> would enclose the sign message components. The sign surface area of a <br /> sign structure having more than one surface shall be the total surface <br /> • area of all such surfaces. <br />
