"Frontage" means a building side, except the rear side, which <br /> is on property adjacent to a street, right-of-gray, or thoroughfare. <br /> Subd. 7. "Multiple-dwelling �onplex" means one or more multiple dwelling <br /> buildings located on one platted lot. <br /> Section 430:15. Prohibited Signs. <br /> Subd. 1. Except as specifically authorized in Section 130:20 or 430:25 <br /> of this ordinance, the signs described in this section are prohibited. <br /> Subd. 2. Signs, including those intended for viewing only from the <br /> interior of a building but which can reasonably be viewed from the <br /> exterior of the building, which by reason of position, shape, wording, <br /> color, or any other characteristic would interfere with the proper <br /> function of a traffic sign or signal, or otherwise constitute a traffic <br /> or safety hazard. <br /> Subd. 3. Signs within the public right-of-way or easement except for <br /> • traffic control and other governmental signs. <br /> Subd. 11. Signs which resemble any official marker erected by a <br /> governmental agency, including but not limited to, traffic control <br /> signs. <br /> Subd. 5. Signs which are illuminated by artificial light when the <br /> light is not maintained constant in intensity and color and signs which <br /> rotate, revolve, turn, oscillate, have moving parta, or any other <br /> characteristics which produce the effect of motion, except for that <br /> portion of a sign which gives time, date, temperature, weather, or <br /> other similar public service infomation. <br /> Subd. 6. Signs or displays containing banners, pennants, stringers, <br /> whirling devices, searchlights, or similar items generally used, or <br /> reasonably intended to be used, as an attention getting device. <br /> Subd. 7. Signs which attract attention to any person, place, service, <br /> item, merchandise, or activity for the purpose of advertising, which <br /> are located off the premises where the advertised subject matter is <br /> sold, offered, or located. <br /> Subd. 8. Signs which are free-standing by virtue of being structurally <br /> independent from any other structure or object but which are in some <br /> manner anchored to the ground so as to render them immobile. No artificial <br /> attachment or affixation of a free-atanding sign or its structure to <br /> • <br /> another structure or object shall be deemed to change its status as <br /> a free-standing sign. <br />
