Occupant - any person (including owner or operator) living, sleeping, cooking <br /> 17 and eating in a dwelling unit or living and sleeping in a rooming unit. <br /> 18 <br /> 19 15. Operator - the owner or his/her agent who has charge, care, control, or <br /> 20 management of a building, or part thereof, in which dwelling units or rooming <br /> 21 units are let. <br /> 22 <br /> 23 16. Owner - any person, firm or corporation who, alone, jointly, or severally with <br /> 24 others, shall be in actual possession of, or have charge, care or control of, any <br /> 25 dwelling, dwelling unit, or rooming unit within the City as owner, employee or <br /> 26 agent of the owner, or as trustee or guardian or the estate or person of the <br /> 27 title holder. Any such person representing the actual owner shall be bound <br /> 28 to comply with the provisions of this ordinance to the same extent as the <br /> 29 owner. <br /> 30 <br /> 31 17. Permissible o water - water heated to a <br /> 32 temperature of not less than 120 <br /> 33 degrees Fahrenheit, or such lesser <br /> 34 temperature required by <br /> 35 government authority, measured at <br /> 36 faucet outlet. <br /> 37 <br /> 38 12.
