City of Saint Anthony Housing Maintenance Ordinance <br /> Draft Number 3 -- March 23, 1992 <br /> Page Number 6 <br /> 1 requirements: <br /> 2 <br /> 3 MAINTENANCE OF SHARED OR PUBLIC AREAS. Every owner of a dwelling <br /> 4 containing two or more dwelling units shall maintain in a clean and sanitary condition the <br /> 5 shared or public areas of the dwelling and premises thereof. <br /> 6 <br /> 7 MAINTENANCE OF OCCUPIED AREAS. Every occupant of a dwelling, dwelling unit <br /> 8 or rooming unit shall maintain in a clean and sanitary condition that part or those parts of <br /> 9 the dwelling, dwelling unit and premises thereof that he/she occupies and controls. <br /> 10 <br /> 11 STORAGE AND DISPOSAL OF REFUSE AND RECYCLABLES. Every occupant of a <br /> 12 dwelling, dwelling unit or rooming unit shall store and dispose/recycle of all his/her refuse <br /> 13 and recyclables in a clean, sanitary, and safe manner as prescribed by Chapter ### of the <br /> 14 City Ordinances. Every owner of a multiple family dwelling shall supply facilities for the <br /> 15 sanitary and safe storage and/or disposal/recycling refuse/recyclables. In the case of single <br /> 16 or two-family dwellings, it shall be the responsibility of the occupant to furnish such facilities. <br /> 17 <br /> 18 RESPONSIBILITY FOR STORM AND SCREEN DOORS AND WINDOWS. The owner <br /> 19 of a rental dwelling unit shall be responsible for providing and hanging all screens and storm <br /> 20 doors and storm windows whenever the same are required under the provisions of this <br /> 21 ordinance. <br /> 22 <br /> 23 RESPONSIBILITY FOR PEST EXTERMINATION. Every occupant of a dwelling <br /> 24 containing a single dwelling unit shall be responsible for the extermination of vermin <br /> 25 infestations and/or rodents on the premises. Every occupant of a dwelling unit in a dwelling <br /> 26 containing more than one dwelling unit shall be responsible for such extermination whenever <br /> 27 his/her dwelling unit is the only one infested. Notwithstanding, however, whenever <br /> 28 infestation is caused by the failure of the owner to maintain a dwelling in a rodent-proof or <br /> 29 vermin-proof condition, extermination shall be the responsibility of the owner. Whenever <br /> 30 infestation exists in two or more of the dwelling units in any dwelling, or in the shared or <br /> 31 public parts of any dwelling containing two or more dwelling units, extermination shall be <br /> 32 the responsibility or the owner. <br /> 33 <br /> 34 RODENT HARBORAGES PROHIBITED IN OCCUPIED AREAS. No occupant of a <br /> 35 dwelling or dwelling unit shall accumulate boxes, lumber, scrap metal, or any other similar <br /> 36 materials in such a manner that may provide a rodent harborage in or about any dwelling <br /> 37 or dwelling unit. Stored materials shall be stacked neatly in piles. Certain materials, such <br /> 38 as firewood, should be elevated at least one foot to avoid attracting rodents. <br /> 39 <br /> 40 RODENT HARBORAGES PROHIBITED IN PUBLIC AREAS. No owner shall <br /> 41 accumulate or permit the accumulation of boxes, lumber, scrap metal, or any other similar <br /> 42. materials in such a manner that may provide a rodent. harborage in or about shared or <br />
