City of Saint Anthony Housing Maintenance Ordinance <br /> Draft Number 3 -- March 23, 1992 <br /> Page Number 8 <br /> 1 SECTION 3. <br /> 2 <br /> 3 MINIMUM STANDARDS FOR BASIC EQUIPMENT AND FACILITIES. No person <br /> 4 shall occupy as owner, occupant, or let to another for occupancy any dwelling or dwelling <br /> 5 unit, for the purposes of living, sleeping, cooking and eating therein, which does not comply <br /> 6 with the following requirements: <br /> 7 <br /> 8 KITCHEN FACILITIES. Every dwelling unit shall have a room or portion of a room in <br /> 9 which food may be prepared and/or cooked and which shall have adequate circulation area, <br /> 10 and which shall be equipped with the following: <br /> 11 <br /> 12 1. A kitchen sink in good working condition and properly connected to an <br /> 13 approved water supply system and which provides at all times an adequate <br /> 14 amount of heated and unheated running water under pressure, and which is <br /> 15 connected to an approved sewer system. <br /> 16 <br /> 17 2. Cabinets and/or shelves for the storage of eating, drinking, and cooking <br /> 18 equipments and utensils and of food that does not require refrigeration for <br /> 19 safekeeping; and a counter or table for food preparation. Said cabinets <br /> 20 and/or shelves and counter or table shall be adequate for the permissible <br /> 21 occupancy of the dwelling unit and shall be of sound construction furnished <br /> 22 with surfaces that are easily cleanable and that will not impart any toxic or <br /> 23 deleterious effect to food. <br /> 24 <br /> 25 3. A stove or similar device for cooking food, and a refrigerator or similar device <br /> 26 for the safe storage of food, which are properly installed with all necessary <br /> 27 connections for safe, sanitary and efficient operation. Provided that such <br /> 28 stove, refrigerator, or similar devices need not be installed when a dwelling <br /> 29 unit is not occupied and when the occupant is expected to provide same on <br /> 30 occupancy, in which case sufficient space and adequate connections for the <br /> 31 installation and operation of said stove, refrigerator or similar device must be <br /> 32 provided. <br /> 33 <br /> 34 TOILET FACILITIES. Within every dwelling unit there shall be a nonhabitable room which <br /> 35 is equipped with a flush water closet in good working condition. In a rental dwelling unit, <br /> 36 such room shall have an entrance door which affords privacy. Said flush water closet shall <br /> 37 be equipped with easily cleanable surfaces, shall be connected to an approved water system <br /> 38 that at all times provides an adequate amount of running water under pressure to cause the <br /> 39 water closet to be operated properly, and shall be connected to an approved sewer system. <br /> 40 <br /> 41 LAVATORY SINK. Within every dwelling unit there shall be a lavatory sink. Said lavatory <br /> 42 sink may be in the same room as the flush water closet, or if located in another room, the <br />
