City of Saint Anthony Housing Maintenance Ordinance Draft Number 3 -- March 23, 1992 Page Number 8 1 SECTION 3. 2 3 MINIMUM STANDARDS FOR BASIC EQUIPMENT AND FACILITIES. No person 4 shall occupy as owner, occupant, or let to another for occupancy any dwelling or dwelling 5 unit, for the purposes of living, sleeping, cooking and eating therein, which does not comply 6 with the following requirements: 7 8 KITCHEN FACILITIES. Every dwelling unit shall have a room or portion of a room in 9 which food may be prepared and/or cooked and which shall have adequate circulation area, 10 and which shall be equipped with the following: 11 12 1. A kitchen sink in good working condition and properly connected to an 13 approved water supply system and which provides at all times an adequate 14 amount of heated and unheated running water under pressure, and which is 15 connected to an approved sewer system. 16 17 2. Cabinets and/or shelves for the storage of eating, drinking, and cooking 18 equipments and utensils and of food that does not require refrigeration for 19 safekeeping; and a counter or table for food preparation. Said cabinets 20 and/or shelves and counter or table shall be adequate for the permissible 21 occupancy of the dwelling unit and shall be of sound construction furnished 22 with surfaces that are easily cleanable and that will not impart any toxic or 23 deleterious effect to food. 24 25 3. A stove or similar device for cooking food, and a refrigerator or similar device 26 for the safe storage of food, which are properly installed with all necessary 27 connections for safe, sanitary and efficient operation. Provided that such 28 stove, refrigerator, or similar devices need not be installed when a dwelling 29 unit is not occupied and when the occupant is expected to provide same on 30 occupancy, in which case sufficient space and adequate connections for the 31 installation and operation of said stove, refrigerator or similar device must be 32 provided. 33 34 TOILET FACILITIES. Within every dwelling unit there shall be a nonhabitable room which 35 is equipped with a flush water closet in good working condition. In a rental dwelling unit, 36 such room shall have an entrance door which affords privacy. Said flush water closet shall 37 be equipped with easily cleanable surfaces, shall be connected to an approved water system 38 that at all times provides an adequate amount of running water under pressure to cause the 39 water closet to be operated properly, and shall be connected to an approved sewer system. 40 41 LAVATORY SINK. Within every dwelling unit there shall be a lavatory sink. Said lavatory 42 sink may be in the same room as the flush water closet, or if located in another room, the
