City of Saint Anthony Housing Maintenance Ordinance <br /> Draft Number 3 -- March 23, 1992 <br /> Page Number 12 <br /> 1 shall be adequately protected against the passage and harborage of vermin and rodents, and <br /> 2 shall be kept in sound condition and good repair. Every floor shall be free of loose, warped, <br /> 3 protruding or rotted flooring materials. Every interior wall and ceiling shall be free of holes <br /> 4 and large cracks and, loose plaster and shall be maintained in a tight, weatherproof <br /> 5 condition. Toxic paint and materials with a lasting toxic effect shall not be used. Every <br /> 6 toilet room and bathroom floor shall be capable of being easily maintained in a clean and <br /> 7 sanitary condition. <br /> 8 <br /> 9 RODENT PROOF. Every dwelling and accessory structure and the premises upon which <br /> 10 located shall be maintained in a rodent-free and rodent-proof condition. All openings in the <br /> 11 exterior walls, foundations, basements, ground or first floors, and roofs which have a 1/2" <br /> 12 diameter or large opening shall be rodent-proofed in an approved manner. Interior floors <br /> 13 or basements, cellars and other areas in contact with the soil shall be paved with concrete <br /> 14 or other rodent impervious material. <br /> 15 <br /> 16 FENCE MAINTENANCE. All fences supplied by the owner or agent on the premises and <br /> 17 all fences erected or caused to be erected by an occupant on the premises shall consist of <br /> 18 metal,wood, masonry,'or other decay resistant material. Fences shall be maintained in good <br /> 19 condition both in appearance and in structure. Wood material, other than decay resistant <br /> 20 varieties, shall be protected against decay by use of paint or other preservatives. All exterior <br /> 21 wood surfaces, other than decay resistant woods, shall be protected from the elements and <br /> 22 decay by paint or other protective covering or treatment. .If 25% or more of the exterior <br /> 23 surface is unpainted or determined by the Compliance Official to be paint blistered, the <br /> 24 surface shall be painted. If 25% or more of the exterior surface of the pointing of any brick, <br /> 25 block or stone wall is loose or has fallen out, the surface shall be repaired. Fences, when <br /> 26 constructed to enclose any lot or tract of land shall be located in such a way that the entire <br /> 27 fence shall be on the property of the builder thereof. Posts and framework shall be placed <br /> 28 within the property lines of the owner and the actual fencing material such as wire, lumber, <br /> 29 pickets, etc. shall be placed on the side of the fence which faces the street or the adjacent <br /> 30 property. <br /> 31 <br /> 32 ACCESSORY STRUCTURE MAINTENANCE. Accessory structures supplied by the <br /> 33 owner, agent or tenant occupant on the premises of a dwelling shall be structurally sound, <br /> 34 and be maintained in good repair and appearance. The exterior of such structures shall be <br /> 35 made weather resistant through the use of decay-resistant materials such as paint or other <br /> 36 preservatives. All exterior wood surfaces, other than decay resistant woods, shall be <br /> 37 protected from the elements and decay by paint or other protective covering or treatment. <br /> 38 If 25% or more of the exterior surface is unpainted or determined by the Compliance <br /> 39 Official to be paint blistered, the surface shall be painted. If 25% or more of the exterior <br /> 40 surface of the pointing of any brick, block or stone wall is loose or has fallen out, the surface <br /> 41 shall be repaired. <br /> 42 <br />
