City of Saint Anthony Housing Maintenance Ordinance <br /> Draft Number 3 -- March 23, 1992 <br /> Page Number 13 <br /> 1 SAFE BUILDING ELEMENTS. Every foundation, roof, floor, exterior and interior wall, <br /> 2 ceilings, inside and outside stair, every porch and balcony, and every appurtenance thereto, <br /> 3 shall be safe to use and capable of supporting loads that normal use may cause to be placed <br /> 4 thereon. <br /> 5 <br /> 6 FACILITIES TO FUNCTION. Every supplied facility, piece of equipment or utility <br /> 7 required under City Ordinances and every chimney and flue shall be installed and <br /> 8 maintained and shall function effectively in a safe, sound and working condition. <br /> 9 <br /> 10 GRADING AND DRAINAGE. Every yard, court, passageway, and other portions in the <br /> 11 premises on which a dwelling stands shall be graded and drained so as to be free of standing <br /> 12 water that constitutes a detriment to health and safety. <br /> 13 <br /> 14 UNIT BELOW GRADE. No space located more than four feet below grade shall be used <br /> 15 as a habitable room of a dwelling unless approved by the Compliance Official. Approval <br /> 16 shall be based on compliance with the minimum standards of this Code for habitable rooms. <br /> 17 <br /> 18 YARD COVER. Every yard of a premises of which a dwelling stands shall be provided <br /> 19 with lawn or combined ground cover of vegetation, garden, hedges, shrubbery, and related <br /> 20 decorative materials and such yard shall be maintained consistent with prevailing community <br /> 21 standards. It shall be unlawful for any owner of any occupied or unoccupied lot or parcel <br /> 22 of land to permit or maintain on such any growth of weeds, grass, brush or other rank <br /> 23 vegetation to a greater height than eight (8") inches on the average or any accumulation of <br /> 24 dead weeds, grass or brush. It shall also be unlawful for any such person or persons to <br /> 25 cause, suffer or allow noxious weeds or plants identified and defined by the Minnesota <br /> 26 Department of Agriculture to grow on any such lot or parcel of land. Native grasses <br /> 27 indigenous to Minnesota, planted and maintained on any occupied lot or parcel of land, <br /> 28 setback a minimum of twenty (20') feet from the front property line as part of a garden or <br /> 29 landscape treatment are exempt from this ordinance. <br /> 30 <br /> 31 DISCONTINUANCE OF SERVICE OR FACILITIES. No owner, operator, or occupant <br /> 32 shall cause any service, facility, equipment or utility which is required under this ordinance, <br /> 33 to be removed from or shut off from or discontinued for any occupied dwelling or dwelling <br /> 34 unit let or occupied by him/her, except for such temporary interruptions as may be necessary <br /> 35 while actual repairs or alterations are in process, or during temporary emergencies. <br /> 36 <br /> 37 <br /> 38 <br /> 39 <br /> 40 SECTION 4. <br /> 41 <br /> 42 MAXIMUM DENSITY. MINIMUM SPACE, USE AND LOCATION REQUIREMENTS. <br />
