Road Reconstruction Task Force <br /> Final Report <br /> September 21, 1992 <br /> Page 2 <br /> cause for replacement. City records of all recorded waterbreaks should also be used in <br /> establishing the criteria for watermain replacement. Inspection of all gate valves should <br /> be part of all street improvements and replaced as needed. As part of all construction <br /> projects, fire hydrants for which parts are no longer available should be replaced (Wood <br /> hydrants). <br /> SANITARY SEWER <br /> The City is active in televising its sewers as part of routine maintenance. Records should <br /> be reviewed to determine which areas may need the sanitary sewer lines replaced. When <br /> the streets are replaced, manholes need to be repaired and brought back to the same <br /> level as the street. <br /> The Task Force acknowledges that many homes in the City have sump pumps connected <br /> directly to the sanitary sewer. The Task Force would support an ordinance which would <br /> allow the City to inspect properties at the time of sale and enforce separation. This would <br /> help to relieve some of the sanitary sewer problems experienced during heavy rains. This <br /> will be part of the Housing Maintenance Code. <br /> STORM SEWER <br /> A primary focus of the Task Force was the southern part of the City after the March, 1990 <br /> storm that caused flooding in the area. The Task Force did not spend time trying to <br /> analyze this problem since the City had hired the services of Barr Engineering to study <br /> and make recommendations on the problem. <br /> RECOMMENDATION: <br /> Implementation of a storm sewer utility charge is recommended by the Task Force. <br /> This utility will charge all property in the City a fee for storm water run off. The <br /> funds will be used to repair aging storm sewers as well as maintain existing and <br /> add new sewer lines. The storm sewer utility policy has been reviewed by the City <br /> Attorney and Barr Engineering, and is ready for formal adoption. <br /> The Task Force also recommends that all streets planned. for improvements be <br /> televised during he design phase of street improvements to determine if repairs <br /> 9 9 P P P <br /> or replacements are needed. <br />
