Road Reconstruction Task Force <br /> Final Report <br /> September 21, 1992 <br /> Page 3 <br /> SIDEWALKS <br /> The Task Force reviewed existing sidewalk locations and discussed locations for <br /> additional sidewalks. Streets with the greatest traffic volume that warrant sidewalks are <br /> typically under the jurisdiction of the Counties, but should have priority. The attached <br /> map shows the locations the Task Force has identified for additional sidewalks. Sidewalk <br /> locations have been selected to reduce potential problems between high traffic areas and <br /> pedestrians. Properties along the designated route should be required to install the <br /> sidewalk at the time vacant property is developed. <br /> ASSESSMENT POLICY <br /> Braun Intertec prepared a new assessment policy for the City in conjunction with their <br /> work ,on the pavement management analysis. The Task Force reviewed the City's <br /> assessment policy and made recommendations for the length of time on assessments <br /> and the percentages that will be assessed to the property owners. <br /> RECOMMENDATION: <br /> The Task Force recommends adoption of the assessment policy with the following <br /> assessment rates: <br /> Road Improvements: Assessed at 50% of the cost for all property, except <br /> residential (R-1, R-1 A, R-2, and R-2) on an MSA road will not be assessed. Alleys <br /> will be assessed at 100% of the cost and will be divided among the benefitted <br /> property. <br /> Storm Drainage: The Task Force recommends 100% of the cost be paid for from <br /> the storm sewer utility. <br /> Sanitary Sewer and Watermains (laterals): The Task Force recommends 100% <br /> of the cost will be divided among the benefitted property. <br /> Sanitary Sewer and Watermains (trunk/subtrunk): The Task Force recommends <br /> 100% of the cost be paid for from the Utility Fund. All new lines be assessed at <br /> 100% of the actual cost. <br /> Sidewalks: The Task Force recommends 100% of the cost for residential (R-1, R- <br /> 1 A. R-2, R-3 and R-4) be paid for from ad valorem taxes (General Fund). <br /> Commercial and industrial property should be assessed 50% of the actual cost. <br />
