Attachment: Conditional use permit for St. Anthony Fire Department <br /> 1. The proposed conditional use is for a fire station, including apparatus bays, sleeping quarters, <br /> office space, storage and general use areas. This use is specifically listed as acceptable in this <br /> zoning district. <br /> 2. The proposed use will not be detrimental to health, safety and welfare of the adjoining <br /> properties nor detrimentally affect property values. <br /> Discussion: <br /> The design of the building is such that there is a cyclical traffic flow on site, with a <br /> separate access or entrance onto the site and a separate exit from the site onto Silver Lake <br /> Road. This is done intentionally to avoid backing up of vehicles into oncoming traffic. <br /> The exit from the site is located at the high point of Silver Lake Road so that vision lines <br /> and view are not compromised. Further, warning lights will be included on the property <br /> to warn local traffic and pedestrians of the oncoming emergency vehicles. Finally, it is the <br /> goal of the department to minimize noise from horns and signals until well on the road. <br /> The benefits from having this emergency facility in the immediate local area are self- <br /> evident. <br /> Based on precedent from adjacent local communities, there is no evidence of deteriorated <br /> property values, or a lessening of the quality of life, for those properties adjacent to newly <br /> constructed fire stations. <br /> 3. This proposed location was determined the most ideal of all available sites identified by an <br /> independent task force committee of local residents. This site ranked highest for response time, <br /> compatibility with other cities services and related reasons. <br /> Specific Variance Requests: <br /> Allow a front yard setback of 18'- 9"from property line to front facade: (For information <br /> purposes, the two houses currently on the sites are 26' - 4" from property line to front <br /> facade.) This is requested to minimize construction costs associated with building on the <br /> sloped grade at the rear of the site and to minimize damage to the large group of trees <br /> (from construction activities) at the rear of the site. <br />
