PUBLIC FEARING. <br /> 5 <br /> 6 7.1 John Lovelette, 320132 d Avenue NE Requests for Building a New Home: (a) Square <br /> 7 Footage Variance, (b) Lot Width Variance; (c) Floor Area Ratio Variance <br /> 8 <br /> 9 Chair Stromgren opened the public hearing at 7:04 p.m. <br /> 10 <br /> 11 Ms. Hall stated that John and Joan Lovelette are requesting three variances,which are required <br /> 12 for the construction of a new home located at 320132 d Avenue Northeast. She provided the <br /> 13 Commission with an overview of the variance requests stating that it is their plan to demolish an <br /> 14 80-year old home currently located on the property and build a new two-story, 2,783 square foot <br /> 15 home. She noted that the property measures 50 x 175 stating that the variances necessary to <br /> 16 complete the home include a square footage variance because the property's lot size is under the <br /> 17 minimum lot size of 9000 square feet, at 8,750 square feet. She stated that the petitioner is <br /> 18 requesting a 250 square foot variance for this requirement. She stated that the minimum lot <br /> 19 width is 75-feet noting that the property lot width is 50-feet, which would require a 25-foot <br /> 20 variance. She stated that the third variance is for floor area ratio noting that the floor area <br /> maximum is 30 percent of the lot. She explained that the proposed home would exceed the floor <br /> area ratio requirement by 99 square feet and reviewed with the Commission. She stated that the <br /> 23 variance to meet the City's floor area ratio requirement would be in the amount of 99 square feet: <br /> 24 She noted that there is a discrepancy in the square footage from the Building Official figures and <br /> 25 the plan stating that the basement level and garage square footages are excluded from the FAR <br /> 26 calculation. She stated that the petitioners are not in agreement with the City's calculations and <br /> 27 references the attached application for Commission review. <br /> 28 <br /> 29 Mr. Lovelette reviewed the elevations and access points to the property with the Commission. <br /> 30 He noted that the approach to the drive comes off 32nd Avenue Northeast into the garage area. <br /> 31 He reviewed the setbacks noting a 5-foot setback to the right of the house and 10-foot setback to <br /> 32 the left. He reviewed the rear area of the lot and deck noting that the deck would not have a <br /> 33 railing system as it is less than two feet off the grade line. He reviewed the drainage flow with <br /> 34 the Commission. <br /> 35 <br /> 36 Chair Stromgren stated that based on the preliminary review the application does not meet the <br /> 37 pervious requirements and asked Mr. Lovelette to review the layout of the structure. Mr. <br /> 38 Lovelette provided the Commission with a brief overview of the floor plans of the proposed <br /> 39 structure. <br /> 40 <br /> 41 Chair Stromgren asked Mr. Lovelette to review the front and south elevations. Mr. Lovelette <br /> 42 provided the Commission with an overview noting that the front elevation shows a hip roof on <br /> home. He reviewed the construction materials that would be use for the front porch stating that <br /> 44 the siding colors would be a bit different from the standard grays or tans. He stated that they are <br /> 45 still in the process of deciding on the colors. He stated that the shingles would be architecturally <br />
