Planning Commission Meeting Minutes <br /> May 18, 2004 <br /> Page 3 <br /> 1 designed and reviewed the rear elevation noting that it too would show a hip roof with a small <br /> 2 gable off the sunroom. <br /> 3 <br /> 4 A resident asked for further clarification of the floor area ratio variance and percentage <br /> 5 calculations. Ms. Hall explained that it would be based on the actual lot size and reviewed the <br /> 6 calculations with the Commission. Chair Stromgren further clarified that the variance request is <br /> 7 to allow the adjustments to meet the FAR ratio requirements. <br /> 8 <br /> 9 Russ Anderson, neighbor, asked for further clarification of the drainage flows. He expressed <br /> 10 concerns and asked where they plan to drain the water from the back area of the property. Mr. <br /> 11 Lovelette stated that the surveyor did note on the plan that his lot seems to be the catch all area <br /> 12 for all of the drainage water that comes from the home to the north as well as to the east. He <br /> 13 explained that it is his intention not to build the lot up further to where it would cause any effect <br /> 14 to other neighbors. He reviewed the current and proposed elevation and water drainage flows <br /> 15 with Mr. Anderson. He noted that ponding does occur from time to time in the back portion of <br /> 16 the property because the lot is lower than the surrounding lots. He stated that even with the <br /> 17 proposed changes his lot would still be lower than the surrounding lots and would not impact or <br /> 18 change the current drainage flow in the back. Mr. Anderson agreed that it would probably not <br /> 19. cause any long-term harm from the drainage or water collection adding that he has no issue with <br /> 20 the proposed home, he just wants to be sure that the drainage would be addressed. <br /> Leif Thorson, 3215 32nd, referenced the 30%requirement and asked, if the lot would have been <br /> 23 75 square feet, would the home have met the requirement. Chair Stromgren confirmed that it <br /> 24 would and reviewed with the Commission. Commissioner Jenson noted that the exact figure <br /> 25 comes out to 31.1% over stating that this would be a 1.1% variance request. <br /> 26 <br /> 27 Mr. Thorson clarified that they are building a single-family home. He stated that he supports the <br /> 28 petitioner's request noting that many of the smaller homes in the area are being sold and replaced <br /> 29 with newer, larger homes. He agreed that, for the most part, it does improve the values of the <br /> 30 homes in the area adding that his biggest fear is people purchasing the smaller homes and making <br /> 31 additions to them. He stated that the addition tends to be more of a detriment as it usually does <br /> 32 not fit with the style of the current structure. <br /> 33 <br /> 34 Chair Stromgren clarified with Mr. Lovelette that he and his family would occupy the residence. <br /> 35 Mr. Lovelette confirmed that the home is intended for their residence. <br /> 36 <br /> 37 Chair Stromgren closed the Public Hearing at 7:21 p.m. <br /> 38 <br /> 39 Chair Stromgren stated that they are considering a very small percentage and reviewed the lot <br /> 40 and structure size with the Commission. He stated that what is being proposed is not excessive <br /> 41 considering what is typical of the current market. He stated that he is impressed the garage size <br /> 42 is kept down, when it could be larger given the garage sizes these days. <br />
