Planning Commission Meeting Minutes <br /> May 18, 2004 <br /> Page 9 <br /> 1 noting that in late 2000 a subcommittee was formed and provided recommendations for location <br /> 2 and second the city would need to amend the ordinance to allow the sign noting that the steps <br /> 3 were made. She reviewed the locations considered noting that the preferred location <br /> 4 recommended by the subcommittee was the area in front of the tennis courts near the intersection <br /> 5 of 33`d Avenue and Silver Lake Road. <br /> 6 <br /> 7 Ms. Hall stated that on June 19, 2001, the Planning Commission held a public hearing to amend <br /> 8 the City ordinance to allow for electronic signs, as a conditional use, in areas zoned recreational <br /> 9 open space on city and/or school owned property, for public information purposes only. She <br /> 10 stated that Council did eventually adopt this with conditions and considerations to be given to <br /> 11 safety and aesthetics noting that the public hearing brought a lot of discussion about what the <br /> 12 sign would look like. She reviewed the recommendation and conditions the Planning <br /> 13 Commission made to the City Council noting that it included flashing and animation is <br /> 14 prohibited; hours of operation; message changeability; sign aesthetics that include color, size of <br /> 15 the reader board and sign, construction materials and landscaping; safety issues;purpose of the <br /> 16 sign should be for public services only. She stated that given today's circumstances that include <br /> 17 the addition of the Fire Station to Silver Lake Road, Staff recommends that the sign be placed in <br /> 18 the island area between the City Hall/Community Center front parking lot and the Central Park <br /> 19 parking lot. She stated that Staff believes this is the best location as it provides adequate space <br /> 20 and offers the best site lines.. She stated that a Concept Site Plan has been provided for their <br /> review. <br /> i <br /> 23 She reviewed the dimensions of sign noting that it would be necessary for the City to request a <br /> 24 variance of 30 square feet. She indicated that this is the minimum size for the sign in order to be <br /> 25 readable from a distance. She stated that staff would work to outline the criteria and use for the <br /> 26 sign for Commission review. <br /> 27 <br /> 28 Commissioner Jenson stated that the recommended location is probably the best they could find. <br /> 29 He stated that it is an excellent spot as it is not too close to the intersection and is still within the <br /> 30 City campus. Ms. Hall agreed noting that the trees would have also affected visibility along <br /> 31 Silver Lake Road. <br /> 32 <br /> 33 Commissioner Tillman stated that it was the original task force that recommended the first site <br /> 34 location. She expressed concerns about the proposed location stating that the original location, <br /> 35 by the tennis courts,would be much easier and safer to see. <br /> 36 <br /> 37 Chair Stromgren asked if Public Works could place posts to indicate the proposed location. He <br /> 38 stated that this would help the Commission visualize the sign at this location. He suggested <br /> 39 doing this at both locations to offer comparison. <br /> 40 <br /> 41 Ms. Hall asked if the original task force had recommended the two-sided sign. Commissioner <br /> 42 Tillman confirmed that it was a"V" shaped two-sided sign and explained that the recommended <br /> location would have been just to the center of the tennis courts. <br /> ,t4 <br />
