She stated that she would have to investigate further on what <br /> 2 criteria they used to determine the timeframe between each message. <br /> 3 <br /> 4 Vice Chair Hanson suggested modifying Item 3 to leave the message time open depending upon <br /> 5 what is needed. <br /> 6 <br /> 7 Motion by Chair Stromgren, seconded by Vice Chair Hanson, to recommend approval of the <br /> 8 conditional use permit for the electronic message sign. Conditions on the use permit are <br /> 9 consistent as recommended by Staff. Items 1 through 6 covers sign aesthetics, eliminate the <br /> 10 comment of the `5-minute' term for the message length and the Conditional Use Permit requires <br /> 11 the adoption of the proposed policy for Community Bulletin Signage. <br /> 12 <br /> 13 Motion carried unanimously <br /> 14 <br /> 15 VIII. CONCEPT REVIEW <br /> 16 8.1 Three Rivers Park District for Silverwood. County Road E and Silver Lake Road review <br /> 17 proposed sig_nage plan. <br /> 18 <br /> 19 Tom McDowell, Program Director for the Park District stated that they recently acquired the <br /> 20 Silver Lake Camp/Salvation Army property a couple years ago. He explained that they have been <br /> 21 in the process of planning noting that the Salvation Army plans to vacate the premise in the <br /> 22 September timeframe. He stated that.they would like to begin limited park operations at that time <br /> 23 to let the public know what is taking place. He stated that they would also like to invite the public <br /> 24 on to the site in an effort to educate them about the amenities of the area. He stated that they <br /> 25 would also like to place signs that are consistent with the Parks and Recreation features and <br /> 26 reviewed the proposed signage plan with the Commission. He stated that the Park entrance sign <br /> 27 would be temporary until a permanent entrance to the park is identified. He stated that they are <br /> 28 proposing that the permanent entrance be located at County Road E and reviewed with the <br /> 29 Commission. He explained that their position is to work with the County for the construction and <br /> 30 placement of the directional signs and reviewed with the Commission. <br /> 31 <br /> 32 Vice Chair Hanson asked if directional signs are even an issue, as it appears both signs are located <br /> 33 in New Brighton. <br /> 34 <br /> 35 Ms. Hall stated that Ramsey County would be responsible and reviewed the process with the <br /> 36 Commission. Mr. McDowell clarified that the signs are located on the New Brighton side adding <br /> 37 that County Park signs are usually placed across from the park and placement is worked through <br /> 38 the County. <br /> 39 <br /> 40 Chair Stromgren noted the size is well under the ROS requirements of the sign code. <br /> 41 <br /> 42 Mr. McDowell stated that over the next two years they intend to continue using the existing <br /> 43 entrance. He stated that the likely location for the permanent entrance/exit would be what is <br /> 44 currently the maintenance entrance and reviewed with the Commission. <br /> 45 <br />
