Planning Commission Meeting Minutes <br /> July 20, 2004 <br /> Page 4 <br /> 1 Rod Rabine, 2800 34" Avenue NE, provided the Commission with an overview of the proposed <br /> 2 layout for the front entry. He explained that they would have a handicap ramp off the driveway to <br /> 3 the front and provided the Commission with an overview of the footprint for the porch. He noted <br /> 4 that the neighbor to the west has a 35-foot setback and the neighbor to the east has a 30-foot <br /> 5 setback, which gives him 33 feet to work with. He stated that he is asking for a 2.5-foot setback, <br /> 6 which would make him equal to his neighbor to the east. <br /> 7 <br /> 8 Vice Chair Hanson asked if they would re-sod the front of the house. Mr. Rabine stated that they <br /> 9 would have a paved and landscaped appearance along the front area and would also cover the <br /> 10 ramp by extending the roof down over the ramp. <br /> 11 <br /> 12 Chair Stromgren asked if City Council had approved the lot coverage. Ms. Hall confin-ned that <br /> 13 City Council did approve the lot coverage. <br /> 14 <br /> 15 Chair Stromgren closed the public hearing at 7:28 p.m. <br /> 16 <br /> 17 Vice Chair Hanson stated that he is aware of the Disabilities Act and agreed that they would need <br /> 18 this much space to navigate a wheelchair.. He stated that request is reasonable and agrees with <br /> 19 granting the front yard setback request for the ramp. <br /> 20 <br /> 21 Commissioner Jenson agreed stating that they have done a good job integrating the ramp with the <br /> 22 house. <br /> 23 <br /> 24 Commissioner Young agreed stating that the way the ramp is proposed it does not give the <br /> 25 appearance of a solid wall to the outside. <br /> 26 <br /> 27 Motion by Vice Chair Hanson, seconded by Commissioner Jenson, to recommend granting the <br /> 28 front yard setback variance request for a 2.5-foot front yard variance for the addition of a <br /> 29 handicap ramp for the home. Based on circumstance, it was not caused by the owner and the <br /> 30 variance would not alter the central locality and it is in keeping with the spirit and intent of the <br /> 31 zoning code. <br /> 32 <br /> 33 Motion carried unanimously <br /> 34 <br /> 35 7.3 Sunset Memorial Park, 2250 St. Anthony Boulevard, monument sign variances: (a) for <br /> 36 second sign and (b) for sign height. <br /> 37 <br /> 38 Chair Stromgren opened the public hearing at 7:31 p.m. <br /> 39 <br /> 40 Ms. Hall stated that Sunset Memorial Park is requesting two sign variances for a ground or <br /> 41 monument sign that is proposed for the intersection of St. Anthony Boulevard and New Brighton <br /> 42 Boulevard. She noted that the two variances are for a second monument sign and for a height <br /> 43 variance of six feet for a proposed height of 14-feet. She stated that the City's zoning map for the <br /> 44 property shows it as R-1 Single Family noting that according to the city code cemeteries fall <br /> 45 under the Recreational Open Space(ROS) and for all intensive purposes, the City would consider <br /> 46 this request under the ROS District. She stated that the cemetery is considered a legal <br />
