She reviewed the measurements of the
proposed monument sign with the Commission noting that it is over the maximum height allowed
in the ROS District, which is 8-feet, thus the variance request for 6-feet. She stated that the
drawing indicates landscaping noting that given the sign, the pedestal and the size, they believe it
is somewhat limited in landscaping and reviewed with the Commission.

Scott Ruzin, Account Executive, Lawrence.Sign, stated that they currently have one small
monument sign located at the front entrance of the park noting that the property is quite large. He
explained that they currently do not have any signage along New Brighton.Boulevard, which
means that there is no visibility along that area, which could cause the loss of clients due to the
lack of visibility.

Chair Stromgren referenced the current monument sign and asked for clarification of the size.
Mr. Ruzin stated that the current sign is 32-feet and is double-sided. He provided the -
Commission with an overview of the current sign and proposed sign. He stated that the sign
would be located behind a fence with a 39-foot setback from New Brighton Boulevard and a 40-
foot setback from St. Anthony Boulevard. He explained that he worked closely with Public
Works Director Hartman to determine the layout and location of the sign.

Chair Stromgren asked if the fence is on property line at this location. Mr. Ruzin confirmed that
the fence is located on the property line and reviewed with the Commission.

Chair Stromgren asked for clarification of the five-foot setback from the fence. Mr. Ruzin
explained that the five-foot setback request was driven by a request from Public Works Director
Hartman.

Chair Stromgren asked if there would be a berm around all three sides of the monument. Mr.
Ruzin confirmed and reviewed with the Commission.

Commissioner Young asked if the sign would be illuminated at night. Mr. Ruzin stated that the
sign would not be illuminated.

Commissioner Jenson stated the Commission has reviewed a couple of other sign requests, one
for the City and the other for Tires Plus. He stated that this sign request is higher and taller than
the other requests, which makes it inconsistent with the other businesses in the area. Mr. Ruzin
explained that the Park has a unique situation with the berms located on each side of the sign. He
further explained that they need the height in order to make the sign visible from a traffic
perspective.

Greg Hilgendorf, Sunset Memorial Park, further clarified their need for the sign and the hardships
for the Commission.

Mr. Ruzin also noted that the cemetery is considered a historical landmark in St. Anthony and
also provides essential services to the community with respect to funeral services and internment.
